Expert Meeting “Reform of Administrative Fines for Environmental Offences in EECCA Countries” Tallinn, Estonia, 19-20 March 2009

The meeting of experts from  Eastern Europe, Caucasus and Central Asia(EECCA) and OECD countries served to exchange experiences and discuss different approaches to reforming administrative monetary penalties as a key enforcement tool in EECCA, as well the draft guidance document prepared by the EAP Task Force Secretariat .

Securing Resources for Environmental Regulation and Enforcement in Kazakhstan

This report looks into the level of funding and the budget management practices used by the Committee for Environmental Regulation and Control of Kazakhstan, and the impact of financial constraints on its capacity to carry out its statutory obligations. Based on existing international benchmarks, the report assesses the Committee’s capacity to plan and manage its financial resources and proposes both short- and medium-term improvements.

Mobilising Financing for the Environment in Russia

The report provides an update of some of the developments in environmental expenditure and finance in the Russian Federation. It presents the latest available data on trends in environmental expenditure and reviews a series of instruments to finance environmental policies in Russia, namely, revenues from economic instruments, user charges for water supply and sanitation, environmental funds, intergovernmental transfers, local capital markets and environmental assistance.

Debt-for-environment swaps can help simultaneously reduce fiscal stress, stimulate economic growth and increase domestic resources for environment. This report summarises the major lessons learnt from the experience with designing, negotiating and implementing debt-for-environment swaps in CEE and EECCA countries. The analysis presents a possible model that indebted low-income countries and their creditors could use to channel finance to address environmental problems of international significance.

6th "Environment for Europe" Ministerial Conference, 10-12 October 2007, Belgrade (Serbia)

The 6th "Environment for Europe" (EfE) Ministerial Conference took place in Belgrade on 10-12 October 2007. It brought together ministers and high-level delegates from 56 UNECE member states and the European Commission, representatives of the United Nations organisations, other intergovernmental organisations, non-governmental organisations and other stakeholders. OECD/EAP Task Force analytical reports provided basis for discussions at the Ministerial Conference.

Progress Report on Partnerships in Eastern Europe, Caucasus and Central Asia

 The Environment Strategy for countries of Eastern Europe, Caucasus and Central Asia (EECCA) was adopted at the 2003 “Environment for Europe” Ministerial Conference. As a broad strategic framework, it aimed at supporting EECCA countries’ efforts to facilitate partnerships. In Kiev, ministers requested the EAP Task Force to monitor progress on partnerships.

Implementation of a National Finance Strategy for Water Supply and Sanitation Sector in Armenia

Water supply and sanitation (WSS) infrastructure in Europe, Caucasus and Central Asia is often critically deteriorated, involving significant risks for human health and the environment. Achieving the Millennium Development Goals on water supply and sanitation is therefore a serious challenge in many countries in the region. Armenia, one of the poorest countries in the region, faces many of these challenges as well as serious financial constraints related to affordability issues in households and public budgets.

Annual Meeting of the Task Force for the Implementation of the Environmental Action Plan (EAP), Paris

The Annual Meeting of the EAP Task Force was held on 15-16 October 2009 in Paris. The main purpose of the meeting was to discuss the progress in the implementation of the EAP Task Force's Programme of Work.

A Special Session on Water Supply and Sanitation was held back-to-back with the Task Force Meeting on Friday16 October.

First Steering Group Meeting of the National Policy Dialogue on Water-Related Issues in Ukraine

Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries

The dissemination workshop on “Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries” was held  in Kiev, Ukraine on 24 April 2009. The meeting was a capacity development and dissemination workshop where good practices and approaches to improve the financial management of the water sector have been presented. These outputs have been developed in the framework of the EAP Task Force and supported by a TACIS grant.

EECCA workshop on integrating the environment sector into medium-term expenditure frameworks

The main objective of the workshop was to discuss in detail the scope of a survey on the experience of countries of Eastern Europe, Caucasus and Central Asia (EECCA) with integrating the environmental sector into medium-term budgeting processes. The workshop was organised on 10 June 2009, in Chisinau (Moldova), back-to-back with the annual meeting of the Regulatory Environmental Programme Implementation Network.

The 2009 Annual REPIN meeting: Focus on financial drivers of environmental compliance

Environmental liability regimes and approaches and criteria to assess administrative fines were in the focus of discussions at the annual meeting of the Regulatory Environmental Programme Implementation Network. This meeting took place on 11-12 June 2009 in Chisinau, Moldova. The Network was established back in 1999 and brings together environmental experts from Eastern Europe, Caucasus, and Central Asia (EECCA).

Managing Water for All publication launch

The OECD has released a new report – Managing Water for All: Pricing and Financing – at an event during the World Water Forum in Istanbul. Emphasising the economic, social and environmental benefits of investing in water and sanitation, the report includes information about the agricultural uses of water, financing water supply and sanitation, water pricing, private sector participation in the water sector and aid flows to water.

Annual Meeting of the EAP Task Force, 23-24 October 2008, Astana (Kazakhstan)

The next meeting of the EAP Task Force took place on 23-24 October 2008 in Astana, Kazakhstan.  The main purpose of the meeting was to discuss progress in implementing the the EAP Task Force's Programme of Work, and priority areas of work for 2009 and beyond. The meeting started with a special session on  how the challenge of institutional development of Environment Ministries in the region could be addressed, drawing on new approaches being employed by development cooperation agencies in OECD countries.

Главной целью встречи будет обсуждение прогресса в реализации Рабочей программы СРГ ПДООС и приоритетных направлений работы на 2009 г. и последующие годы. Встреча начнется со специального заседания, на котором будет обсуждаться, как решить задачу институционального развития министерств охраны окружающей среды в регионе с использованием новых подходов, применяемых организациями сотрудничества в целях развития стран ОЭСР.
