Ce document (en anglais) s’inscrit dans le cadre de la première phase de travail sur la Stratégie de l'OCDE pour l'innovation. Il s’appuie sur les travaux menés par l’OCDE au cours des dix dernières années afin de faire un rapide tour d’horizon des connaissances existantes sur les pratiques exemplaires en matière de politiques de soutien à l’innovation.

La science et la technologie ont été identifiées par le Conseil d’État chinois comme étant des ressorts essentiels pour l’instauration d’une croissance économique durable et la transformation de la Chine en un pays orienté vers l’innovation grâce à la mise en oeuvre d’un système national d’innovation doté d’une solide capacité d’innovation propre. Ce document de travail, en anglais, a été une contribution à l'examen de l'OCDE des politiques d'innovation de la Chine.

There is an increasing realisation that innovation has moved to centre stage in economic policy making, and that a co-ordinated, coherent, “whole-of-government” approach is required to foster it and enhance its economic impact. This document provides an up-to-date synthesis of knowledge and understanding developed by the OECD on this subject in recent years, and paves the way for further work in the context of an OECD Innovation Strategy as requested by the 2007 OECD Council Ministerial.

This workshop, taking place at the OECD in Paris, will examine ways in which knowledge contributes to innovation, especially in developing countries. These include knowledge produced formally through research and development, and knowledge from informal and indigenous sources, that can be combined to produce value.

The objective of this workshop was to take stock of advances in social networks analysis and explore the possible use of this approach in OECD work, notably on innovation. It sought to present the network approach to economists and stimulate discussion with experts on the analytical potential of this approach for innovation analysis and measurement. While well documented in the US and Europe, open innovation strategies to mobilise knowledge and technology inside and outside firms are also being launched in Asia. To take stock of recent developments and share experience between western and Asian OECD countries, the Japanese Ministry of Economy and Industry (METI) is hosting this symposium. How can they improve the ways through which they identify and set priorities for public support to research and innovation? This two-day workshop brought together practitioners and experts to explore new developments in evaluation for policy making and to identify general principles and practices for priority setting.
