Le rapport présente le changement d’orientation qui s’effectue dans la mise en place de l’administration électronique, et qui se traduit par une approche non plus centrée sur les pouvoirs publics mais sur les usagers. Il fait un tour d’horizon complet des difficultés posées par l’adoption de ces services par les usagers dans les pays de l’OCDE, et des différentes méthodes employées pour y remédier. Le rapport est dès à présent disponible en anglais sous le titre "Rethinking e-Government Services: User-centred Approaches"; la version francaise sera publiée en 2010.

Making Life Easy for Citizens and Businesses in Portugal: Administrative Simplification and e-Government
