The severe economic downturn and high output volatility, in the context of the currency board, underscore the importance of well-designed fiscal policies to help mitigate shocks. Since Estonia’s fiscal policy now exercises a pro-cyclical bias, the key challenge is to develop gradually its counter-cyclical role without jeopardizing sustainability. The government could achieve this objective by modifying the rule of annually balanced budgets and balance the budget over the business cycle while letting the automatic stabilizers respond freely to short-term fluctuations.

At the China Development Forum on 21 March, Angel Gurría said "The crisis struck at a time of great global interdependence. Even those countries that were not at the epicentre of the initial financial turmoil and downturns in housing markets are now experiencing the reverberations from these shocks. Contrary to past financial and economic crises, this one is truly global".

L’OCDE soutient les efforts coordonnés des dirigeants politiques et des autorités financières pour résoudre les problèmes de liquidités, de solvabilité et de recapitalisation du système financier. Au-delà de la gestion de cette crise, M. Gurría a déclaré que l’OCDE allait se concentrer sur les implications structurelles de la crise financière, notamment une approche plus globale de la gestion du risque, les problèmes de compensation financière, une gestion responsable et une réglementation plus efficace.
