OECD Local Leadership and Economic Recovery Network

This network is a high level working group of economic development practitioners aiming at raising awareness on the role of cities in the current situation and on their role in building part of the new economic system. A selection of top cities, development agencies and stakeholders share data and facts about the current situation especially focused on employment, skills, entrepreneurship, business competitiveness and the openness of the local economies.

The Austrian Institute for SME Research published a detailed report on January 2009, in co-operation with the European Association for Information on Local Development (AEIDL) and the European Network for Social and Economic Research. The study focuses on companies’ activities which aim at achieving a benefit for the enterprises’ employees, the market (i.e. clients, suppliers, business partners etc.) and/or the physical environment in local communities (Executive Summary).

Twice before, Country Fact Sheets have been published by the OECD LEED Forum on Partnerships and Local Governance providing valuable up-to-date information on the policy framework and setting, the structures, objectives and results of area-based partnerships. In autumn 2009, “forumpartnerships2009” – Country Fact Sheets will be published again with the aim to provide an update on what has changed over the last 3 years. The Forum invite you to provide information on the partnership in your country or region.

Culture and tourism, a growing importance

“Increasing the Attractiveness of Places through Cultural Resources” is a study recently completed by the OECD Tourism Committee. The main documents and case studies have been summarised in the publication "The Impact of Culture on Tourism".

Two follow-up seminars disseminated and explored the outcomes: “Culture and Tourism: A Strategic Partnership” in Mexico; and “A New Design for Tourism: Culture, Tourism and Creative Industries; Driving Forces for Local Development” in Austria.

Higher Education Institutions, Innovation and Entrepreneurship: Good Practice Workshop, Halle, Germany

The aim of the good practice workshop is to follow up the joint policy development project from LEED Programme of the OECD and the German Federal Ministry of Housing, Construction and Urban Affairs with a practical event to enable HEIs and policy makers from eastern Germany to exchange with each other and with participants from other countries around good practice in HEI entrepreneurship support, namely in entrepreneurship education and in start-up support. A rich and diverse programme will also offer participants opportunities to engage in dept-interviews with those behind good practices.

L’Atelier de l’OCDE à Kansas City sur les PME à forte croissance, l’innovation et les actifs intellectuels : enjeux stratégiques et politiques

Le Groupe de travail sur les petites et moyennes entreprises et l’entrepreneuriat (GTPMEE) de l’OCDE, en partenariat avec la Fondation Ewing Marion Kauffman et le Département du Commerce des États-Unis, a organisé un atelier international à Kansas City, sur le thème de l’innovation, et de l’impact mondial des PME à forte croissance. Cet atelier a eut lieu le 8 mai, au siège de la Fondation Kauffman à Kansas City. L’atelier représentait une étape importante du travail de l’OCDE sur « Les PME à forte croissance, l’innovation, les actifs intellectuels et la création de valeur ».

La Conférence Mondiale de l’OCDE sur le Renforcement du Rôle des PME dans les chaînes de valeur mondiales, qui s’est tenue à Tokyo les 31 mai et 1 juin 2007, a réuni des experts des gouvernements, des organisations internationales, du monde académique, des entreprises et de la société civile, afin de prendre connaissance des conclusions de l’étude, d’examiner les meilleures pratiques en termes de politiques et de programmes, et préparer les Principes d’Action de Tokyo- incluant les recommandations en matière d’actions des pouvoirs publics- en vue de travaux futurs dans ce domaine.

Capacity Building Seminar for Local Development Practitioners on “Routes out of the Crisis – New Strategies for Skills and Employment”, Trento, Italy

Agora Talentia, Pamplona, Spain

Talentia is organised by the Regional Government of Navarre, the Navarre Innovation Agency (ANAIN) and the Navarre Foundation for Diversification (FND), in collaboration with the OECD LEED Programme.

Workshop on The European Union and International Initiatives on CSR:a Dialogue on Local Impact, Milan, Italy

Experts meeting - Employment and Skills Strategies in South-East Asia (ESSSA): Indonesia and the Philippines

The ILO and the OECD jointly organised an experts meeting on fostering employment and skills development strategies in Indonesia and the Philippines, as part of OECD LEED’s initiative on Employment and Skills Development in South East Asia (ESSSA), in Jakarta on 3 December 2008. The meeting addressed issues of decentralisation, partnerships, skills upgrading and integration of the disadvantaged in the labour market and learn the lessons from the OECD experience in these areas.

5th Annual Meeting of the OECD LEED Forum on Partnerships and Local Governance

The meeting focused on Building Strong Partnerships with the Private Sector for Better Jobs and Inclusion. Public sector institutions increasingly understand that working with business at the local level is crucial for promoting quality jobs and social inclusion. Localities are gearing education and training to business needs. Some regions are upgrading local skills demand, working with business to improve productivity thus increasing the availability of good quality jobs. A collective response is required from industry, government, educational institutions, trade unions and community.

Inter-Agency Conference on Local Economic Development (LED), Turin, Italy

The ILO in collaboration with the OECD LEED Programme is organising an inter-agency conference on local economic development, meant to take stock of practices around the world and develop a joint strategy for knowledge development and networking. The event will involve several agencies such as UN-HABITAT, UNIDO, UNCDF, SDC (LEDNA), GTZ and IADB.
