The second biennial Congress will explore international policy and local innovations to improve global perspectives on addressing unemployment. The Congress will be a forum for international thought leaders – to share experiences and strategies to broaden perspectives, challenge thinking and inspire innovative solutions – towards the goal of creating healthy, vibrant and sustainable working communities. Organised by NESA, the peak body for providers of Australian employment services, in partnership with the OECD LEED Programme.

Despite the first signs of economic recovery, unemployment will remain high for the years to come. The 6th Annual Meeting will bring together some 200 representatives of local partnerships, government officials, social entrepreneurs, business leaders, trade unions and academics to review how local development actors are adapting to this new reality and what are the innovations emerging on the ground to respond to these new challenges.

This project supports local development organisations in strengthening their information systems. It provides guidance on data collection, analysis and use in policy making, customised to conditions in each participating area. It helps policy makers to build evidence on: What makes your local economy work? What drives it forward, what holds it back? Where and how policy should intervene? Is policy bringing results?

Internationalisation and international entrepreneurship among SMEs is a topic of considerable relevance, principally owing to the observed growth effects of cross-border venturing, and the demonstrated capacity of SMEs to drive economic development at national, regional and global levels. A new report presents an in-depth analysis of the top barriers to SME internationalisation identified in previous OECD-APEC research, and offers deeper understanding of the measures aimed at addressing top barriers. It also reviews recent work on the factors that drive the internationalisation of SMEs.

Ce rapport analyse l’impact de la crise mondiale sur le financement des PME et des entrepreneurs et examine les stratégies adoptées par les pouvoirs publics pour y faire face. Le rapport présente également des recommandations à l’égard des gouvernements concernant les moyens de faire face aux carences déjà anciennes de l’environnement financier des PME, et visant à préparer les PME et les entrepreneurs pour une phase de croissance fondée sur l’innovation.

Renforcer l’esprit entrepreneurial est devenu un objectif unanimement partagé par les politiques de l’entrepreneuriat des pays de l’OCDE. L’offre en matière d'éducation à l’entrepreneuriat est très vaste, avec certains pays ayant substantiellement investi dans ce domaine. Le Groupe de travail sur les PME et l’entrepreneuriat de l’OCDE a mené une étude pour fournir des lignes directrices destinées à l’évaluation de ces programmes, avec pour objectif de renforcer la culture de l’évalutation dans le domaine de l'éducation à l'entrepreneuriat. Ensuring a smooth and quick transition from education to employment and fighting education drop-out trends are key objectives of youth policies across OECD countries. The seminar was addressed to those already working in partnerships on youth policies, or in the process of establishing a partnership in one of the following areas: (i) promoting entrepreneurship; (ii) youth skills initiatives; and (iii) integrating youth with accumulated disadvantages.

Une Table Ronde de deux jours s'est tenu à Turin, Italie, les 26 et 27 mars 2009 à l’invitation de la Banque Intesa Sanpaolo, sous les auspices du Groupe de travail sur les PME et l’entrepreneuriat (GTPMEE) de l’OCDE. Elle a eu pour objectif de promouvoir un dialogue tripartite entre gouvernements, PME et institutions financières, sur les mesures destinées à soutenir les PME et les entrepreneurs dans le contexte de crise, et de suggérer des recommandations. Cette initiative servira à la contribution du GTPMEE à la Réponse stratégique de l’OCDE sur la crise financière et économique.
