Low stocks to use ratios of recent years were one of a number of contributory factors to the grain price spike in 2007-08. However, the experience with past international commodity agreements (ICAs) with price band provisions and stockholding obligations suggests that they had only limited success in reducing the volatility of the prices they set out to stabilise, as well as being prone to many other operational problems.

À la veille de la Réunion des Ministres de l'agriculture du G20, le Club du Sahel et de l’Afrique de l’Ouest / OCDE a organisé une conférence sur l’impact de la volatilité des prix sur les économies africaines. Cette conférence, qui s’est inscrite dans une démarche plus large d’ouverture de la réflexion du G20 à l’Afrique, était l’occasion pour des représentants gouvernementaux et autres experts de s’exprimer sur les solutions pratiques et les options politiques adaptées au contexte africain face à la volatilité des prix alimentaires.

Trade in processed agricultural products, such as chocolates, steaks or wines, between emerging economies grew by 11.6% per year between 1995 and 2008, a new OECD study shows. Exports of these products from emerging to high-income countries also increased. However, trade in these products is still dominated by high-income countries.

South-South and Latin American regional trade agreements (RTAs) have progressed most in eliminating agricultural trade tariffs, according to this study of over 50 RTAs. However, traditionally sensitive sectors such as dairy, meat, sugar and cereals are still often protected by exemptions such as tariff rate quotas (TRQs).
