Telle est la conclusion d’un nouveau rapport de l’OCDE.

Le défi consiste à attirer et à retenir des capacités dans le service public alors qu'un grand nombre de fonctionnaires expérimentés partent à la retraite.

Most OECD countries have made policies to reduce administrative burdens – cutting red tape – a political priority. Red tape is particularly burdensome to smaller companies and may inhibit entrepreneurship. These effects are more costly in global markets, where competitiveness can be affected by the efficiency of the domestic regulatory and administrative environment. But citizens and large firms also complain about unnecessary reporting requirements. Results are wanted.

The OECD Journal on Budgeting, Volume 6, Number 2 (2006) contains selected case studies and papers based on presentations at the annual CABRI budget reform seminars in 2004 and 2005. One of the aims of the Collaborative Africa Budget Reform Initiative is to contribute to a common African resource base for African officials on public financial management in Africa. Co-operation between CABRI and the OECD network of Senior Budget Officials draws on contributions by the SBO at the CABRI seminars and through insights on how a senior budget officials network can operate.

The international conference on "What Policies for Globalising Cities? Rethinking the Urban Policy Agenda", co-organised by the OECD and the Spanish authorities, will be held 29-30 March 2007 at the Municipal Congress Hall, in Campo de las Naciones, Madrid. It will bring together government leaders, policy makers and practitioners to examine urban policy in the context of globalisation and the growing challenges for cities.

The first meeting of Regional Working Group I brought together high-level participants from many Arab countries, as well as from UNDP, World Bank, EU, OECD and ARADO. Participants identified the following four specific focus areas for the policy dialogue of the working group: Integrity and prevention of corruption: tools, measures and instruments; HRM reform and reduction in wage bill costs; Fiscally affordable pay reform which creates incentives for performance; Simplification of administrative procedures and customer responsiveness.

The Good Governance for Development in Arab Countries Programme (GfD) was launched at a Ministerial meeting hosted by his Excellency King Abdullah the II in the Hashemite Kingdom of Jordan at the Dead Sea on 6 and 7 February 2005. This Arab regional initiative in partnership with OECD and UNDP aims to support on-going public governance reform processes in the Arab region by creating a regional network for policy dialogue and enhancing capacity for policy reform.
