The 2009 Annual Meeting of the Informal Network of DAC Development Communicators

The 2009 DevCom Annual Meeting will take place 8-10 November, and will be hosted by IrishAid in Dublin. 60 communicators and experts from donor institutions will share best practices on issues such as communicating results and aid effectiveness, implications for communication specialists arising from the economic crisis, use of new technologies and social media in development communication, polling for public opinion. Among invited speakers are Dambisa Moyo, Simon Maxwell and Jamie Drummond.

Social Equality workshop, 1-2 December 2009

The Ministry for Foreign Affairs of Finland and OECD Development Centre are holding a Workshop on 'Equality, Poverty Reduction and Sustainable Development' in Helsinki, Finland on 1-2 December 2009. Over time, traditional donors of aid to developing countries have set standards and best practices for development cooperation through the OECD’s Development Assistance Committee (DAC). How should these established donors respond to the arrival of new non-DAC donors such as India and China, who may not play by the same rules? The OECD Development Centre’s Sebastian Paulo and Helmut Reisen argue we need to prepare a new set of shared rules that work for emerging economies and traditional donors alike.

African economies have not benefited as much as would be expected from the commodity price boom

The Centre’s Andrew Mold and Annalisa Prizzon contributed a background paper to the European Report on Development (ERD) ‘Overcoming Fragility in Africa’. The paper looks at commodity booms and export performance in the context of sub-Saharan Africa, looking at the record from the perspective of export volumes rather than values.The authors argue that the average export performance during the period of high commodity prices was not as impressive as the previous period when African countries were confronted with very low prices.

Lessons for Africa in new aid conditionality study

The African Economic Outlook 2009 found Africa strengthening trade and development relations with emerging market economies including Brazil, China and India. A new Development Centre study, "Policy Ownership and Aid Conditionality in the Light of the Financial Crisis", discusses how all aid recipient countries should exploit the arrival of these and other new donors to demand fewer conditions on aid and adopt a more proactive approach to donors relations. For donors, the case is made that a more ‘arms-length’ relationship with recipient countries would be beneficial.

Alors que les liens entre l’Afrique et les pays émergents se renforcent, une nouvelle étude du Centre de Développement intitulé “L’appropriation des politiques économiques et la conditionnalité de l’aide face à la crise financière”, suggère que les bénéficiaires de l'aide publique au développement devraient profiter de l’émergence de nouveaux donneurs pour demander une réduction des conditions posées par les pays donateurs.
