The OECD and the World Bank have agreed to step up their co-operation in a number of key areas, including the design of comprehensive country frameworks for investment. The organisations have long had extensive co-operation in the field of investment climate and co-operation has intensified in recent years.

The OECD has launched a second evaluation of the implementation in the Western Balkans of the European Charter for Small and Medium-sized Enterprises. This evaluation will focus on innovation and the support provided to high-growth and innovative SMEs. The results will be presented in 2009 with the publication of the SME Policy Index 2009 report.

Angel Gurría, envoyée aux ministres des Finances du G-7 pour expliquer la position commune des pays de l’OCDE sur l’attitude des pouvoirs publics à l’égard des fonds souverains.

The OECD launched its Global Network on Privatisation and Corporate Governance of State-Owned Enterprises with an inaugural meeting in Paris on 5 March 2008. Participants from 45 countries agreed that the Global Network will serve as a platform for policy dialogue and exchange of experience in the areas of corporate governance of state-owned enterprises and privatisation. This meeting also provided Network members with the opportunity to discuss the draft Implementation Guide for Transparency and Accountability in State Ownership.

Adoptées en 2005, les Lignes Directrices de l’OCDE sur la Gouvernance des Entreprises Publiques sont devenues une référence internationale en la matière. Afin de soutenir les pays dans la mise en œuvre des Lignes Directrices, le Groupe de Travail de l’OCDE sur la Privatisation et la Gouvernance des Entreprises Publiques développe un guide d’application dans le domaine de la transparence et la reddition de compte. Le texte provisoire a été soumis à la sagacité du public par le biais d’une consultation en ligne entre le 15 février et le 3 mars 2008.

Les pays de l'OCDE sont convenus de renforcer leurs engagements de libération dans les domaines de l'assurance et des pensions privées. Les modifications apportées au Code de la libération des opérations invisibles courantes de l'OCDE ont élargi le champ des obligations qu'il prévoit en matière d'assurance et instauré de nouvelles obligations concernant les pensions privées, créant ainsi une nouvelle norme exigeante en matière d'échanges internationaux de services d'assurance et de pension privée.

Opening the 100th meeting of the competition committee, Mr. Gurría reminded that competition is vital for economic growth. It stimulates efficiency and higher productivity, it disciplines managers, it reinforces incentives for innovation, and it speeds up the adjustment to change. He also mentioned OECD countries that have implemented pro-competition reforms have seen higher growth rates and lower unemployment than those who failed to reform. They have also proved to be more flexible and resilient to economic shocks.

The OECD and the Enterprise Research Institute of the Development Research Centre convened a high level meeting to exchange experience on corporate governance of state owned assets. The OECD Guidelines on Corporate Governance of State Owned Enterprises were presented for the first time following their official adoption by the OECD in April 2005.

The Latin American Roundtable on Corporate Governance launched, on May 10th in Sao Paulo, Brazil, a new Companies Circle. This is an initiative led by companies who have adopted best practices of corporate governance. Its objectives are to bring together a group of Latin American companies who have adopted best corporate governance practices to provide private sector input into the work of the Roundtable; and to share with each other and the public their experiences putting the principles of good corporate governance into practice.

This conference, jointly organised by OECD and IOPS, took place on 27-28 April 2005 in Bangkok, Thailand. It aimed to provide an international forum for the discussion on specific policy issues and challenges in the implementation of pension reforms in Asia, with a particular focus to be laid on the reform process in Thailand and on “best practice” regulatory mechanisms used in the OECD countries to ensure efficient and appropriate pension provision under diversified approaches in the design of the retirement schemes.
