This study takes stock of how the evaluation function is managed and resourced by the members of the OECD DAC Network on Development Evaluation, with a focus on the role of central evaluation units. The purpose of this endeavour is to inform ongoing efforts to strengthen evaluation systems – in donor and partner countries – to enhance the role of evaluation in contributing to better development results and stronger accountability.

Trade can be a powerful engine for economic growth and poverty reduction. However, the growth potential of trade may not always be realized. While most trade reforms had a positive impact, some trade reforms proved unsustainable and others did not have a meaningful impact on growth. This paper discusses the various reasons for these outcomes in order to draw the lessons for the design of Aid for Trade and increase its effectiveness. Read the working paper.

The international community has continued to mobilise new aid-for-trade resources. In 2008 commitments totaled USD 41.7 billion, a 35% increase in real terms from 2007, and an increase of 62% from the 2002-05 baseline. The scale of the rise was such that aid for trade now reaches 37% of sector allocable ODA, up from 32% in 2007.

Joint meeting of the DAC and the Working Party of the Trade Committee on Aid for Trade held on 7 June

Members of the DAC and the Working Party of the Trade Committee as well as representatives from the African Development Bank, the Inter-American Development Bank, ILO, UNDP, UNIDO, the World Bank and WTO met in OECD on 7 June to discuss ongoing OECD work on improving the effectiveness of aid for trade. For the first time the joint meeting was joined by Ambassador Erwidodo of Indonesia, the Chair of the WTO Committee on Trade and Development.

Le Crisis States Research Centre (CSRC) de la London School of Economics a organisé une table ronde sur le rapport de l’OCDE "Ne pas nuire" qui fournit des orientations pratiques pour une intervention constructive dans les États fragiles. Parmi les intervenants on peut citer Jon Lømoy, Directeur de la DCD à l’OCDE, Funmi Olonisakin, Senior Research Fellow, Conflict, Security and Development group at Kings College, et James Putzel, Directeur du CSRC.

Il y aura sans aucun doute de fortes pressions pour obtenir des comptes sur les résultats de l’aide massive apportée en Haïti. L’évaluation des initiatives d’aide et de développement peut contribuer à l’apprentissage et au renforcement de la redevabilité sur le terrain. Le Réseau du CAD pour l’évaluation du développement, l'UNEG et l'ALNAP travaillent ensemble pour assurer une approche cohérente et collaborative de l’évaluation en Haïti. Les partenaires intéressés sont invités à se joindre à cet effort à l’occasion d’une réunion organisée à Londres les 18 et 19 mai 2010.

Les Normes de qualité pour l’évaluation du développement se veulent un guide de bonnes pratiques pour l’évaluation dans le domaine du développement. Fruit d’un consensus international, elles détaillent les éléments clés qui font la qualité de chacune des phases d’un processus type d’évaluation, à savoir la définition de la finalité de l’évaluation, la planification et la conception de cette dernière, sa mise en oeuvre et la présentation de ses résultats, et enfin l’examen des leçons à tirer et l’utilisation de ces résultats.
