Workshop on Experiences and Perspectives of Service-Oriented Strategies in the Chemical Industry and Related Areas

The OECD Workshop on Experiences and Perspectives of Service-Oriented Strategies in the Chemical Industry and Related Areas was held in Vienna, Austria on 13-14 November 2003. It was hosted by the Austrian Ministry of Agriculture, Forestry, Environment and Water Management. The full report includes the OECD Workshop Summary, the Steering Group conclusions, all speaker presentations and the list of participants are in PART I  and PART II .

OECD published three new Emission Scenario Documents

OECD published three Emission Scenario Documents (ESDs) which describe methods for estimating emissions of chemicals from various industry sectors and from uses of chemicals. They relate to the following industry/use categories: Lubricants, Metal Finishing , and Automobile Coating . Including these three, OECD has so far published 11 ESDs. Users of these ESDs are encouraged to provide updated information for their continuous improvement.

OECD Principles for the Validation of (Quantitative) Structure-Activity Relationships for Regulatory Purposes

In November 2004, the OECD member countries agreed on the principles for validating (Q)SAR models for their use in regulatory assessment of chemical safety.  (Q)SARs are methods for estimating the toxicity and other properties of a chemical from its molecular structure.  They have been used in regulatory assessment of chemical safety in some OECD countries for many years, but not in others.  The agreed principles and associated report from the OECD Expert Group on (Q)SARs will contribute to their enhanced use for more efficient assessment of chemical safety.

The 2004 OECD List of High Production Volume Chemicals

The 2004 OECD List of HPV Chemicals has been updated based on information received from Member Countries and the European Union on chemicals which are produced in OECD in volumes over 1,000 tonnes annually.

Launch of the Resource Centre for PRTR Release Estimation Techniques (RETs)

The Resource Centre provides a clearinghouse of guidance manuals/documents of
release estimation techniques for the principal pollutant release and transfer registers developed by OECD member countries. The manuals and documents include descriptive information on the sources of pollution and the pollutants that are released, as well as information on emission factors, mass balance methods, engineering calculations, and monitoring information. The Resource Centre will be updated on a regular basis to include additional and new documents as they become available.

Proposal for Classification and Labelling for Aspiration Hazards

The purpose of this proposal is to provide a means of classifying substances or mixtures that may pose an aspiration toxicity hazard to humans.  “Aspiration" means the entry of a liquid or solid chemical product directly through the oral or nasal cavity, or indirectly from vomiting, into the trachea and lower respiratory system. 

Proposal for revision of Chapter 3.7 in order to clarify the Terminology

In December 2002, the UN Sub-Committee of Experts on the GHS requested that the OECD, in the biennium 2003-2004, clarifies the following terms used in Chapter 3.7, paragraphs 3.7.2.1 and 3.7.2.2.1, of the GHS: reproductive toxicity, developmental toxicity, reproductive ability and capacity, class and category.

Proposal for revision of Chapter 3.8: inclusion of Classification Criteria for Respiratory Tract Irritation and Narcotic Effects
