Results of the Forum on Space Economics' Third Steering Group Meeting, 25-26 Sept. 2008

The third meeting of the Space Forum's Steering Group was held in Paris on 25-26 Sept. 2008. After taking stock of the major outputs resulting from the Forum three years' existence (2006-2008), the members stated their continuing strategic interest. The Forum should therefore continue its activities in 2009 for a one-year transition period. It could then potentially evolve into an upgraded institutional format, subject to political support in supporting Member States and agencies. La troisième réunion du Comité de Pilotage du "Forum Espace" a eu lieu à Paris les 25-26 Sept. 2008. Après s'être félicités des résultats du Forum après trois ans d'existence (2006-2008), les participants ont annoncé leur souhait de voir les activités perdurer. Il a donc été décidé que 2009 serait une année de transition, avant de voir le Forum évoluer potentiellement sous un autre format institutionel, sous réserve de support politique des agences et des Etats Membres. The IFP has released a number of documents prepared within the context of “The Bioeconomy to 2030” project. These documents include scenarios as well as analytical reports and cover business models, ethics, intellectual property, and regulation. The reports are inputs to the project’s final report which is being prepared by the OECD and will be available in early 2009. “Innovation in Country Risk Management: A Cross –National Analysis”

In the past decade, several OECD governments have reorganized their institutions, laws and policies to better take into account emerging risks and update their procedures for the assessment, protection, response and recovery from large scale disasters. This comparative study focuses on novel practices in 6 countries, with a focus on risk assessment and priority setting for investments in pre-disaster mitigation activities. The OECD review of Italy’s national system of civil protection is designed to take a holistic view of the country’s risk management system, with a focus on cooperation between authorities at all levels of government and their coordination of activities to address : forest fires, floods, tsunamis, earthquakes, volcanoes and landslides. The Future of International Migration: Second preparatory meeting of the organising group

The secretariat was pleased to welcome the organising group for a second preparatory meeting of The Future of International Migration on 7-8 July 2008. The purpose of the meeting was to discuss the work carried out by the IFP secretariat to date, especially the commissioned papers and the indicators that were developed. Moreover, the participants were to agree on the shape and content of the December workshop and build four future scenarios for international migration in small break-out groups. The scenarios will be published in early 2009. The workshop will take place 1-2 December 2008.

The aim of the workshop is to begin a process to equip decision makers with an enhanced understanding of the complexities and wider context of future migration flows, so that they may better manage the economic and social implications of a growing trend that both presents opportunities and risks. The workshop may consider the driving factors behind increased migratory flows from non-OECD countries to OECD countries. Interested stakeholders are invited to contact Pierre-Alain Schieb regarding conditions of participating in the meeting at pierre-alain.schieb@oecd.org.

The IFP has recently completed a Futures Project on Infrastructure Needs to 2030 (2005-2007) which covered telecoms, water, electricity and surface transport, but did not include ports, airports and other major infrastructures crossing or connecting continents. This meeting will present the key elements of a new planned infrastructure project on Transcontinental Infrastructure Needs to 2030: Ports, Airports, Rail Corridors, Oil and Gas Pipelines... Kick-off meeting of the Italian Civil Protection System's review

The International Futures Programme is conducting a review on risk management policies. In this framework, a kick-off meeting was held in Rome on 6 May to present the review methodology to the Italian stakeholders, who shall be identified by the Italian Department of Civil Protection. The meeting was chaired by Dr. Guido Bertolaso, Head of the IDCP .

Bioeconomy to 2030: Fourth meeting of the Steering Group

The fourth and final meeting of the Steering Group reviewed a draft of the final report which will be released towards the end of the year. It includes overviews of the work undertaken in the earlier stages of the project along with new research on biofuels and cross-sectoral elements on emerging business models. 5e Réunion du Groupe de travail: indicateurs et statistiques sur l’économie du spatial

Le groupe de travail du Forum mondial de l’OCDE sur l’économie du spatial s’est réunit à Paris le 19 février. Les discussions ont porté sur les indicateurs et statistiques de « l’économie spatiale » (définitions…). Les membres du groupe de travail encouragent particulièrement le développement d’une étude OCDE innovante « Working Paper : The Guide to Measuring the Space Economy » Working Paper », disponible à l’été 2008.
