Recent Developments in Asian Economic Integration (STI Working Paper 2011/3)

This paper analyses the contribution to and engagement in global supply chains of Asian emerging economies by measuring several globalisation indicators based on the harmonised input-output and bilateral trade databases developed by the OECD. It focuses on major structural changes in the Asian trade network from the perspective of integration and fragmentation in global supply chains.

OECD urges members to protect open Internet

Amid growing concern that this openness is eroding, the OECD has adopted a set of shared principles to preserve the fundamentally open and dynamic nature of the Internet.

Regulation of Transborder Data Flows under Data Protection and Privacy Law

Despite fundamental changes in the data processing landscape, and the growth in the regulation of transborder data flows in numerous countries, there has been little attempt so far to conduct a systematic inventory of such regulation at a global level, to examine the policies underlying it, and to consider whether those policies need to be re-evaluated. This study is designed to describe the present status of transborder data flow regulation, and to provoke reflection about its aims, operation, and effectiveness, now and in the future.

Measuring Digital Local Content

This working paper looks at the ways to quantify the local content that can be delivered through the Internet. Several indicators are proposed; for each one, the paper discusses available data, presents strengths of a given measure and outlines its potential drawbacks.

Report on the Policy Issues for the Development and Use of Biomarkers in Health

This report describes the scientific, industrial, regulatory, and health care management system context in which biomarkers are being developed. It identifies some of the barriers which may impede biomarker research, discovery, development, commercialisation and, ultimately, uptake in clinics. It also focuses on the use of biomarkers in the health care system, as diagnostics and in medical tests, and explores the use of biomarkers for the development of improved medicines. It does not address the role of biomarkers upstream, as tools for basic research.

This workshop is aimed at examining the methods and techniques that governments, the industry and other stakeholders are employing to address certain consumer problems in communication services, notably i) billing issues, ii) contract terms, and iii) misleading and fraudulent claims. It will use the framework and approaches developed in the OECD Consumer Policy Toolkit , which is a practical guide designed to aid policy makers in understanding and evaluating consumer problems and in developing effective policy responses.
