In 2006, donors have responded to the challenges posed by fragile states with more aid but aid flows to fragile states continue to be uneven, irregular, and fragmented. The OECD monitors resource flows to fragile states in an effort to help inform donor decisions and increase transparency and co-ordination

Some fragile states are receiving less aid than they should, given their extreme poverty combined with governance indicators which are no worse than other low income countries receiving more aid. But these countries tend to be less strategic and attract relatively little international attention. Have they been left behind?

Development Ministers and Agency Heads agree to pilot draft at the March 2005 DAC High Level Ministerial meeting in Paris. To date, DAC members have offered to lead pilots as follows: Australia and New Zealand: the Solomon Islands; Belgium: the Democratic Republic of Congo; Canada: Haiti; Norway: Sudan; Portugal: Guinea Bissau; UK: Nepal and (in collaboration with the World Bank) Somalia; UNDP and UK: Yemen. Other DAC members have indicated their interest in participating in the piloting process.

Senior representatives of the international community agreed to improve the effectiveness of their aid to fragile states following a two-day forum in London (13-14 January, 2005), aimed at preventing fragile states from becoming marginalized from the benefits of global development and poverty reduction.

The donor workshop on co-ordination issues in the DRC, following the DAC Experts Meeting on Peace-building and Development in eastern Democratic Republic of Congo in the context of central Africa, in Geneva, 7-8 October 2004, was an opportunity for development practitioners and experts from the region to engage in an informal discussion on the current state of donor co-ordination in the country and region. As one of the outcomes of the workshop, a small number of prioritized informal proposals to improve donor co-ordination were put forward (see part VII of outcomes paper ).
