The African Economic Outlook 2009 found Africa strengthening trade and development relations with emerging market economies including Brazil, China and India. A new Development Centre study, "Policy Ownership and Aid Conditionality in the Light of the Financial Crisis", discusses how all aid recipient countries should exploit the arrival of these and other new donors to demand fewer conditions on aid and adopt a more proactive approach to donors relations. For donors, the case is made that a more ‘arms-length’ relationship with recipient countries would be beneficial.

L’édition 2009 couvre 47 pays d’Afrique, contre 35 l’an dernier. Les analyses montrent que la région est sévèrement touchée par la récession économique mondiale. Après cinq années de croissance économique supérieure à 5 pour cent, le continent ne peut tabler que sur un taux de croissance de 2.8 pour cent en 2009, soit plus de deux fois moins que les 5.7 pour cent espérés avant la survenue de la crise.

Après cinq années consécutives de croissance à plus de 5%, il est prévu une baisse de 50% du taux de croissance du continent africain qui passera de 5,7 pour cent pour 2008 à 2,8 pour cent en 2009, selon l’édition 2009 du rapport sur les Perspectives Économiques en Afrique (PEA).

OECD Development Centre to produce domestic resource mobilization study

The Africa and Middle East Desk of the OECD Development Centre is undertaking a study on how African states can more effectively mobilise domestic resources. Registration is now open for the annual Africa forum co-organized by the OECD Development Centre, the African Development Bank and the UN Economic Commission. The largest public debate on Africa held in France, the meeting will take place at the French Ministry of the Economy, Industry and Employment in Paris. This year, government officials and private sector representatives will examine the continent’s economic performance and its relationship to information and communication technologies (ICTs).

Within the framework of their collaboration on the African Economic Outlook, the Development Centre has invited the African Development Bank to present its African Development Report 2008/2009 at the OECD on 27 January 2009. The theme of this year's edition, to be officially launched on the 26th, is Conflict Resolution, Peace and Reconstruction. The report comes in the wake of the termination of several prolonged conflicts but also at a time when a number of countries are still experiencing violent conflict while others now face the threat of its occurrence.

The Development Centre and the African Development Bank are inviting ICT specialists to contribute their expertise to the preparation of the thematic focus of the African Economic Outlook 2009. They will reflect on the progress achieved in deploying ICT for development, assess the extent and sustainability of the sector’s contribution to Africa’s growth, review best practices in public policies, regulation and financing, and provide recommendations for meeting future challenges.

The African Development Bank Tanzania Office, the OECD Development Centre and the Italian government gathered representatives from Tanzania's development policy making community to discuss the future of agriculture in the country and on the continent as a whole. Held in Dar es Salaam, the seminar's brought agriculture experts and economists to discuss with guests, among other issues, the current food and oil crises and obstacles to increasing agricultural productivity in the region.

OECD Development Centre Economist Federica Marzo and Head of Publications and Media Colm Foy travelled to Jerusalem for the "Israel and the African Green Revolution" conference at the Israel Ministry of Foreign Affairs. At the meeting, Marzo discussed the findings of the 2008 African Economic Outlook and their implications for the continent's agricultural sector. Israel is one of three new members of the Development Centre and the conference provided an opportunity to strengthen the growing relationship between the Centre, government, local researchers and experts.
