A 2-day Capacity Building Seminar on Regulatory Reform was held in Tunis on 24 – 25 November 2005. The Seminar brought together a limited number of invited Arab and OECD experts to reflect on the outcomes of the first round of Working Group meetings and plan concrete steps for the next phase of the Initiative in the fields of public service delivery, regulatory reform and administrative simplification. This seminar is a test of a format that could be expanded and replicated in other participating MENA countries.

In the presence of Donald Johnston, Secretary-General of the OECD, HE Mrs. Rima Khalaf, UNDP Assistant Secretary-General, and Amr Moussa, Secretary-General of the Arab League, heads of government, ministers and civil society representatives from Arab and OECD countries formally initiated the Good Governance for Development in Arab Countries (GfD) Initiative on 6-7 February 2005 at the Dead Sea Launching Conference, hosted by His Excellency King Abdullah the II of Jordan.

On the invitation of the Hashemite Kingdom of Jordan, OECD Deputy Secretary-General Richard Hecklinger attended a Ministerial meeting in Amman, Jordan on 26 September 2004, where ministers from 16 Arab countries endorsed the Good Governance for Development in Arab Countries (GfD) Initiative.
