Organised within the framework of the Good Governance for Development (GfD) in Arab countries Initiative and hosted by the Egyptian Ministry of State for Administrative Development in Cairo, Egypt, this high-level regional seminar addressed the use of e-government as a tool to simplify administrative procedures and to cut red tape. Participants also discussed the creation of one-stop-shops and the simplification of licensing procedures.

In the framework of the GfD Working Group on Public Service Delivery, PPPs and Regulatory Reform, the Third Special Session of the OECD Working Party on Regulatory Management and Reform took place in Paris at the OECD headquarters on 4 May 2007 back-to-back with a meeting of the OECD Working Party on Regulatory Management and Reform. The meeting was chaired by Tunisia and co-chaired by the United Kingdom, Italy and Canada.

A high-level capacity building seminar on Managing the Performance and Enhancing the Integrity of Civil Servants took place in the framework of the GfD Initiative on 24-25 May 2007 in Rabat, Morocco. The meeting will be chaired and hosted by H.E. Mr. Mohamed Boussaid, Minister of the Modernisation of Public Sectors, Morocco.

Delegates to the Working Group IV reviewed past activities, shaped the work programme for 2007 and assessed future prospects. The meeting focused on concrete targets for future regional capacity-building activities on regional priority themes such as the drafting of a regional charter for regulatory quality, guidelines, toolkits and pilot projects for regulatory impact assessment and other peer-to-peer co-operation and partnership projects.

This Regional Capacity-building Seminar aimed at improving the conditions to design and perform regulatory policy in the Middle East and North African region. International policy dialogue has been promoted and encouraged through this meeting on issues such as: (1) preconditions for implementing high quality regulation, (2) regulatory policy issues - integrating regulatory policy into the policy making process, the role of oversight bodies, the importance of soft law and general principles -, and (3) regulatory tools such as regulatory impact assessment and administrative simplification.

The third regional meeting of the Working Group II on E-government and Administrative Simplification took place in Dubai, UAE on 13 March 2007 at the invitation of the Chair of Working Group II, Mr. Nabil Ali Al Yousuf, Director General of the Executive Office in Dubai and in collaboration with the OECD. This event followed a High Level Seminar on "Measuring and Evaluating E-Government” organised by the Dubai School of Government on 12 March.

This event was organised back-to-back with the Third Regional Meeting of GfD Working Group II on E-government and Administrative Simplification on 13 March 2007.

The objective of the two-day event on personalised service portals, organised by the OECD and the French Ministry of Finance, Economy and Industry in Paris on 11-12 December 2006, was to provide e-government experts with a forum to exchange experiences and to share good practices on portal development.

The third meeting of GfD Working Group 1 served to shape its work programme for 2007. It resulted in a strong agreement by Arab countries to further deepen and intensify the regional policy dialogue through three key elements: intensifying the sharing of good practices, identifying common principles, providing policy makers with practical and reliable policy checklists, and developing a common language for regional policy dialogue through a set of comparable data.

A peer-to-peer study visit of senior Arab HR officials on the Belgian experience with reforming the federal job classification system took place in Brussels, Belgium, from 20-24 November 2006. In response to strong interest expressed by several Arab countries, this peer-to-peer visit has been initiated and organised by the Belgian Federal Public Service Personnel & Organisation with support from the OECD in the framework of the GfD Working Group 1 on Civil Service and Integrity.
