The Bío Bío Region has pioneered regional development in Chile. It has a high concentration of higher education and research activity. Its universities and other higher education institutions have made significant progress in widening access to education. But challenges remain: the Bío Bío Region continues to suffer from brain drain as well as higher than average unemployment and poverty rates. This joint OECD and World Bank review explores a range of helpful policy measures and institutional reforms to mobilise higher education for the development of the Bío Bío Region.

Professor Peter Coaldrake, Vice-Chancellor of Queensland University of Technology (QUT), has been elected to Chair the Governing Board of the OECD’s Programme on Institutional Management in Higher Education (IMHE). In May 2009, Professor Coaldrake became Chair of the Board of Universities Australia, the peak body of Australia’s universities. Professor Coaldrake will take up his new responsibilities on 1 January 2011.

The Paso del Norte Region is the largest metropolitan area on the US-Mexican border. The long-term competitiveness of the region is under a threat due to ongoing violence, brain drain and environmental degradation. To break out of the low skill/low wage economy, Paso del Norte needs to improve educational attainment levels on both sides of the border. It will also need to foster new business formation and provide jobs and entrepreneurial skills to higher education graduates.

A young and dynamic city, Rotterdam is one of the few in Europe where the average age of the population is decreasing. It is ethnically and culturally diverse and has high potential for attracting the “creative class”. The Rotterdam region is home to two leading research universities and several other innovative higher education institutions. This report looks at how to encourage growth in the Rotterdam region, through the transfer of technology and knowledge, and through realising the potential of its people.

The need for good governance has dominated the debate on the effectiveness of higher education. The growing institutional autonomy and expansion of university missions have been accompanied by the emergence of governance arrangements and quality assurance guides, codes and set of principles. The report discusses the distinction between governance arrangements and quality guidelines, as well as the possible need to define appropriate guidance for institutions. A selection of governance arrangements and quality guidelines are in annex.

L’exigence de bonne gouvernance domine les débats sur l’efficacité de l’enseignement supérieur. Le développement de l’autonomie institutionnelle et l’extension des missions universitaires ont été accompagnés par l’émergence de cadres de gouvernance et de guides, de codes ou corpus de principes d’assurance qualité. Ce rapport étudie la distinction entre les cadres de gouvernance et les guides de qualité, et explore la possibilité de guider de manière adéquate pour les établissements. Une sélection de cadres de gouvernance et de guides de qualité est présentée en annexe.

The OECD/Canada/Alberta Conference on E-Learning in Post-Secondary Education: Policies, Practices, and Research was held in Calgary, Canada, 26-28 June, 2005. The conference, jointly organised by the OECD's Centre for Educational Research and Innovation (CERI) , Industry Canada, Human Resources and Skills Development Canada, and Alberta Advanced Education , was intended to: discuss key policy issues in e-learning in post-secondary education; provide a forum for sharing good practices and challenges, and identify opportunities for research and collaboration.

The first workshop of countries participating in the OECD Thematic Review of Tertirary Education will be hosted by Switzerland and will take place in Berne, on 6-7 June 2005. The purpose of the workshop is to provide an opportunity to exchange information early on among participating countries about organising the work, to discuss plans for the Review, and to exchange ideas about key emerging issues in tertiary education policy.
