Environmental Policy Framework Conditions, Innovation And Technology Transfer

This paper was prepared by Nick Johnstone and Ivan Haščič (OECD Secretariat). It is a contribution to the OECD project on “Environmental Policy and Technological Change”. It focuses on the effects of environmental policy framework conditions on innovation with respect to air and water pollution abatement, and solid waste management.

IOMC/OECD/UNITAR Awareness-Raising Workshop for Developing and Transition Countries on Nanotechnology/Manufactured Nanomaterials

OECD and UNITAR will hold Awareness-Raising Workshops for Developing and Transition Countries on Nanotechnology/Manufactured Nanomaterials. These workshops will be held under the auspices of the IOMC following their request for action regarding nanotechnologies and nanomaterials. These workshops will inform on potential applications and risks from nanotechnologies and manufactured nanomaterials and look for opportunities for awareness raising activities to be undertaken in those countries. The workshops will be held in conjunction with SAICM during the UN regional meetings during 2009-2010.

It contains information on key nutrients, anti-nutrients, toxicants and allergens of food and feed obtained from this staple crop of major importance to many tropical-subtropical regions of the world.

New Consensus Document on the Biology of BANANAS and PLANTAINS (Musa spp.)

A Consensus Document on the Biology of BANANAS and PLANTAINS (Musa spp.), number 48 in the Series on Harmonisation of Regulatory Oversight in Biotechnology, is now available online. It contains useful information for environmental safety assessment of new varieties of this crop which provides staple food and fruits and is of major importance to tropical-subtropical regions worldwide.

Border taxes on carbon are inefficient and costly, says OECD Secretary-General

Based on fears that the competitiveness of their domestic industries will be undermined by weak greenhouse gas emission reduction pledges from developing country trading partners, developed countries are calling for border taxes on carbon. But these fears are often exaggerated, and posturing over border taxes diverts attention away from the fundamental need for broad participation in a climate agreement, according to an article by the OECD Secretary-General published in the Financial Times on 4 November 2009: "Carbon has no place in global trade rules".

Toronto must be more competitive, says OECD

OECD’s new review of the Toronto region makes numerous recommendations to help the city out of its economic doldrums and make it more sustainably competitive.

Publication of the OECD Guidance Document on Defining Minor Uses of Pesticides

This Guidance Document has been developed to help countries define minor uses of pesticides at national or regional levels with the aim of enhancing the consistency among countries.  It does not give an OECD definition, but rather it lists the critical elements to consider when developing a minor use definition. It was developed by Australia and reviewed on several occasions by the OECD pesticide groups.

Publication of the OECD Strategic Approach in Pesticide Risk Reduction

The OECD Strategic Approach in Pesticide Risk Reduction, that was prepared by Germany:

  • takes into account some of the main outcomes from OECD’s work on pesticide risk reduction,
  • identifies the core elements that contribute to the reduction of risks arising from the use of pesticides,
  • describes the main measures that lead to a significant reduction of pesticide risks (e.g. registration, compliance, IPM, training, technology, R&D, etc.), and
  • recommends key elements for ensuring implementation and adoption of national action plans.

OECD Workshop Risk Assessment of Manufactured Nanomaterials in a Regulatory Context

This workshop was held on 16-18 September 2009 in Washington D.C., United States. This Workshop was co-hosted with the Business and Industry Advisory Committee to OECD (BIAC) and the Society for Risk Analysis (SRA). The  objectives were: i) to collect expert input to the critical issues specific for the risk assessments of nanomaterials; ii) to identify possible approaches for risk assessment based on the current state of knowledge; and iii) to identify issues which may be addressed through OECD’s testing programme. The workshop report will be available towards the end of the year.

OECD Working Party on Manufactured Nanomaterials: 6th meeting

The 6th Meeting of the WPMN was held on 28-30 October 2009. During this meeting, the WPMN discussed the targets that need to be set in order to implement the Programme of Work 2009-2012. Accordingly, the WPMN agreed the updated Operational Plans for 2009-2012 for each of its projects and a new project on Co-operation on the Environmental Sustainability Use of Nanotechnology. Finally, the WPMN discussed how to continue progress on the Sponsorship Programme for the Testing of Manufactured Nanomaterials .

IEA Ministerial Meeting 2009 - Responding to energy challenges in partnership

How can governments best ensure energy security and sustainable energy supplies? What steps are necessary to improve energy efficiency, promote low-carbon technologies and achieve challenging climate change targets? How can these challenges be addressed by both IEA countries and other key energy producing and consuming nations? Energy ministers from the 28 IEA member countries will convene in Paris to share views on these key energy and environment challenges facing the world today.

Infrastructure Project meeting on Transcontinental Infrastructure Needs to 2030/2050

Following completion of the Futures Project on Infrastructure Needs to 2030 (2005-2007) which covered telecoms, water, electricity and surface transport, the IFP is now launching work on  ports, airports and other major infrastructures crossing or connecting continents. The first meeting of the Steering Group on the new project will take place on 19th of November in Paris and will be followed on 20th of November by a special workshop on funding Infrastructures in the future. Annual Meeting of the Task Force for the Implementation of the Environmental Action Plan (EAP), Paris

The Annual Meeting of the EAP Task Force was held on 15-16 October 2009 in Paris. The main purpose of the meeting was to discuss the progress in the implementation of the EAP Task Force's Programme of Work.

A Special Session on Water Supply and Sanitation was held back-to-back with the Task Force Meeting on Friday16 October.

OECD Global Forum on Environment on Eco-Innovation, Paris, France

Most OECD countries consider eco-innovation as an important part of the response to contemporary challenges, including climate change and energy security. In addition, many countries consider that eco-innovation could be a source of competitive advantages in the fast-growing environmental goods and services sector. A number of policy issues have emerged from an inventory of policies and programmes that OECD countries have put in place to promote eco-innovation.

OECD Conference on Household Behaviour and Environmental Policy

The objective of the Conference organised by the Environment Directorate was to present the overall results of the OECD Household Survey on Environmental Behaviour and to discuss policy implications. Ten experts teams coordinated by the OECD presented their main findings in five key areas: energy, transport, waste, organic food and water. The Conference also provided an opportunity to share experience and to explore avenues for the new round of the OECD Survey to be implemented in 2010.

First Steering Group Meeting of the National Policy Dialogue on Water-Related Issues in Ukraine

Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries

The dissemination workshop on “Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries” was held  in Kiev, Ukraine on 24 April 2009. The meeting was a capacity development and dissemination workshop where good practices and approaches to improve the financial management of the water sector have been presented. These outputs have been developed in the framework of the EAP Task Force and supported by a TACIS grant.
