This report presents the results and recommendations of an OECD Seminar on risk reduction through prevention, detection and control of the illegal international trade in agricultural pesticides. This one-day Seminar, held on 19 May 2010, was chaired by Wolfgang Zornbach (Germany), Chairman of the OECD Risk Reduction Steering Group (RRSG), and took place at OECD, in Paris, France.

This book examines the environmental impacts of international maritime transport, and looks more in detail at the impacts stemming from near-port shipping activities, the handling of the goods in the ports and from the distribution of the goods to the surrounding regions. It focuses on five ports: Los Angeles and Long Beach, California, the United States; Rotterdam, the Netherlands; Port MetroVancouver, Canada; and Busan, Korea.

(Quantitative) Structure-Activity Relationships or (Q)SARs are methods for estimating properties of a chemical from its molecular structure. The QSAR Toolbox is a software intended to be used by governments, the chemical industry and other stakeholders to apply (Q)SARs to fill data gaps needed for assessing the hazards of chemicals. This updated version 2.1 contains a number of new functionalities and bug fixes. The release is part of a collaboration between OECD and the European Chemicals Agency.

A guidance document for using the OECD QSAR Toolbox to fill data gaps for genotoxicity and is now available. The QSAR Toolbox is a software application intended to be used by governments, industry and other stakeholders to fill gaps in (eco)toxicity data needed for assessing the hazards of chemicals. This new document specifically provides guidance on how to use the Toolbox to group chemicals to fill data gaps for genotoxicity and carcinogenicity of chemicals.

This report, based on the results of a pilot study in Azerbaijan, demonstrates the benefits of an improved methodology for the assessment of administrative environmental fines. It builds on the 2009 guidance document for countries of Eastern Europe, Caucasus and Central Asia (EECCA) “Determination and Application of Administrative Fines for Environmental Offences” and focuses in particular on how to calculate the economic benefit of non-compliance and remove it through an appropriate monetary penalty.

This report demonstrates an approach to improving the effectiveness and efficiency of environmental inspection by targeting polluters associated with higher risk. It describes a pilot study in Moldova which adapted and tested an inspection prioritisation and planning methodology and whose experience is largely applicable to all countries of Eastern Europe, Caucasus and Central Asia.

Better water management is needed to meet human needs, sustain economic activities, and achieve environmental goals. The OECD is continuing its strong commitment to providing policy guidance on improving water policy through its work on the economic, institutional and policy responses to the water challenge. Working with a multi-disciplinary team drawn from across the organisation, the OECD provides a forum for the exchange of country experiences and the identification of good practices, and helps to improve the information base for meeting the water challenge.
