The impact of climate change and urban development could more than triple the number of people around the world exposed to coastal flooding by 2070, according to a new report by the OECD, co-authored by experts from academia and the private sector.

In his address at Italy's National Conference on Climate Change, Rome, 12 September 2007, OECD Deputy Secretary General emphasized that climate policies should be based on the wide spread use of market-based instruments. He also noted that such policies need to be better integrated with other development objectives, and highlighted the need for greater investment in climate change adaptation in low-income countries.
