OECD countries have commended Portugal for progress made towards modernising its tertiary education system. Over the past three years, the Portuguese government has implemented reforms to encourage institutions to be more responsive to the needs of society and the economy. These give institutions more autonomy and room for manoeuvre but require them, in return, to be more clearly accountable to society.

University league tables are fashionable, but should not be taken as accurate measures of the quality of education. The OECD is investigating other tools to measure performance. OECD economies have experienced the transformation from their traditional industrial base to the knowledge era, in which learning and innovation are central. Yet, many of today's schools have not caught up: they continue to operate as they did in the earlier decades of the 20th century. How can learning within and outside schools be reconfigured in environments that foster the deeper knowledge and skills so crucial in the 21st century?

This conference took stock of the lessons learned over the decade of "Schooling for Tomorrow" and looked ahead through the major trends impacting on the future. The conference was also an opportunity to learn about the Finnish experience with futures thinking in education complemented by visits to 21st century learning environments in and around Helsinki.

Designing school buildings to respond to change is not a new idea. But perhaps what is different today is the kind and degree of change which we have to anticipate. The OECD is carrying out projects that can help in the planning and design of future educational facilities – exploring trends in education and studying innovative learning environments.

School buildings were the most heavily affected structure during the great Wenchuan earthquake, and student and teacher populations suffered heavy losses of life. In the wake of the earthquake, the OECD, and PEB in particular, offered to help China improve earthquake safety in schools.

OECD/IMHE reviews of HE in regional development were launched on 10-11 September 2008. Delegates from ten regions participated in the Workshop opened by Aart De Geus, OECD Deputy Secretary General . The regions that have made a commitment to join the review process in 2008-2010 are: Berlin (Germany), Bio Bio region (Chile), Campinas (Brazil), the Galilee (Israel), Rotterdam (Netherlands), Southern Arizona (US) and Veracruz (Mexico). New regions will be considered until the end of November 2008. Read more about higher education and regions
