This peer review report for Amsterdam was prepared for the OECD/IMHE Programme reviews of Higher Education in Regional and City development. The report concludes that Amsterdam is an attractive city and its HEIs are highly-regarded. But the city-region needs to realise its full potential to turn research and human capital into innovation and growth. The way to do this is to build on the city’s competitive advantages and to exploit the excellence of the HEIs for economic and social development. These are the report’s key recommendations.

A team of OECD experts endorsed proposals in the Czech Republic Government’s White Paper on Tertiary Education to impose tertiary fees in tandem with a system of study grants, student loans, and targeted means-tested assistance in order put the long-term financing of tertiary education on a more sustainable basis, while also making access more equitable. The experts recognised that ‘there is a low probability of a significant increase in state spending for tertiary education in the near or moderate-term future” and thus saw the need for greater reliance on household spending.
