The report also examines the main drivers as well as barriers and challenges for the diffusion of virtual worlds.

OECD governments and other stakeholders have created a new framework to promote a more transparent, open Internet at a two-day meeting in Paris. The new principles, agreed by OECD member governments, business representatives and technical experts, aim to advance the debate on Internet governance. They underline the benefits that today’s light-touch, flexible regulation has brought in driving innovation and economic growth.

Regulators and policy makers should boost competition among mobile telephone operators to cut the high prices being charged for international data roaming, according to this new report. Analysis of pricing plans at 68 operators in the 34 OECD countries points to a strong case for new consumer protection and empowerment measures.

Although a lot has been done to address financial governance and risks, more attention is needed on understanding the impact of the financial crisis on households and individual consumers. Thus, on 14 October 2011, the governments of the G20 met in Paris to address challenges in consumer financial protection area. See the speech of Angel Gurría, the OECD secretary-general.

This workshop is aimed at examining the methods and techniques that governments, the industry and other stakeholders are employing to address certain consumer problems in communication services, notably i) billing issues, ii) contract terms, and iii) misleading and fraudulent claims. It will use the framework and approaches developed in the OECD Consumer Policy Toolkit , which is a practical guide designed to aid policy makers in understanding and evaluating consumer problems and in developing effective policy responses.

Innovative online payments services has increasingly been offered to consumers in recent years. Financial and non-financial institutions are now working towards the commercialisation of new and easy-to-use mobile payment systems. Despite the benefits and convenience these systems may bring, a number of issues need to be resolved. An OECD workshop served to discuss emerging challenges in the payments area and ways to address them effectively. The event was organised within the framework of the review of the 1999 E-commerce Guidelines.
