This text was prepared by the Task Force for the Safety of Novel Foods and Feeds to provide an introduction to the consensus documents of the OECD’s Task Force. It explains, amongst other things, why the Task Force decided to prepare consensus documents as part of its programme of work. It describes their purpose and their use as a practical contribution to the risk/safety assessment of foods and feeds derived from transgenic organisms. It also explains the process by which consensus documents are drafted and brought to final publication.

These OECD Biosafety Consensus Documents identify elements of scientific information used in the environmental safety and risk assessment of transgenic organisms which are common to OECD member countries. This is intended to encourage information sharing and prevent duplication of effort among countries. This book offers ready access to those consensus documents which have been published thus far. As such, it should be of value to applicants for commercial uses of transgenic crops, regulators in national authorities as well as the wider scientific community.

In 2006, the International Futures Programme (IFP) started an eighteen month project that aims to draft a broad policy agenda for governments in respect to the bioeconomy. The bioeconomy, a new concept, covers a broad range of economic activities, each benefiting from new discoveries, related products and services arising out of the biosciences. The project will assess how pervasive biotechnological applications are likely to become, the prospects for further development over the next two to three decades and the potential impact on the economy and society. We have just launched a new “Codes Archive”. The archive, which can be found at www.biosecuritycodes.org/codes_archive.htm, lists over 20 guidelines, principles and codes from 10 different countries and international organizations that are directly relevant to biosecurity. The website has evolved a great deal since its launch in June, and has received a lot of attention in the biosecurity community. Detailed information is now available and more is being sought.
