The Biotechnology Division of the OECD organized an experts workshop on “Knowledge Markets in the Life Sciences” in Washington, DC on October 16-17, 2008. Its purpose was to explore whether Knowledge Markets could be more broadly used and to identify what governments may need to do to help make such new markets become a reality. This workshop is the first policy meeting to consider what new exchange mechanisms improve access to and use of the vast amounts of data, knowledge and information created in the biomedical sciences.

At a workshop organized by the OECD Biotechnology Division in October in the United Kingdom, experts discussed how to improve the development and use of biomarkers in health care. Topics included: data and knowledge sharing for biomarker research; the creation of an evidence base and the clinical evaluation of biomarkers; the regulatory and policy framework for safe and efficient development of biomarkers; and business models for biomarker discovery, development and commercialization.

The IFP has released a number of documents prepared within the context of “The Bioeconomy to 2030” project. These documents include scenarios as well as analytical reports and cover business models, ethics, intellectual property, and regulation. The reports are inputs to the project’s final report which is being prepared by the OECD and will be available in early 2009. This database presents patent data linked to regions according to the addresses of the applicants and inventors. The data have been regionalised at a very detailed level so that over 2000 regions are covered across OECD countries. REGPAT allows patent data to be used in connection with other regional data, thus providing researchers with the means to develop a rich set of new indicators and undertake a broad range of analyses to address the regional dimension of innovation.

This text was prepared by the Task Force for the Safety of Novel Foods and Feeds to provide an introduction to the consensus documents of the OECD’s Task Force. It explains, amongst other things, why the Task Force decided to prepare consensus documents as part of its programme of work. It describes their purpose and their use as a practical contribution to the risk/safety assessment of foods and feeds derived from transgenic organisms. It also explains the process by which consensus documents are drafted and brought to final publication.

These OECD Biosafety Consensus Documents identify elements of scientific information used in the environmental safety and risk assessment of transgenic organisms which are common to OECD member countries. This is intended to encourage information sharing and prevent duplication of effort among countries. This book offers ready access to those consensus documents which have been published thus far. As such, it should be of value to applicants for commercial uses of transgenic crops, regulators in national authorities as well as the wider scientific community.
