Fisheries reform is triggered by economic crisis, not environmental crisis. More focus on the economic consequences of fisheries policy and management will enable decision makers to undertake timely reform when needed. Based on political economy analysis of fisheries in Iceland, Korea, Mexico, Norway and New Zealand, these lessons and case studies are presented in a new book, 'Fisheries Policy Reform: National Experiences'.

Agricultural research faces new issues, from food security to ecological concerns to land use. Recent progress and future challenges in agricultural research were discussed at a conference organised by the OECD Co-operative Research Programme (CRP) and held in Prague in April 2009 with the co-operation of the Ministry of Agriculture of the Czech Republic. This book is a collection of papers from the conference.

This report, based on the results of a pilot study in Azerbaijan, demonstrates the benefits of an improved methodology for the assessment of administrative environmental fines. It builds on the 2009 guidance document for countries of Eastern Europe, Caucasus and Central Asia (EECCA) “Determination and Application of Administrative Fines for Environmental Offences” and focuses in particular on how to calculate the economic benefit of non-compliance and remove it through an appropriate monetary penalty.

Better water management is needed to meet human needs, sustain economic activities, and achieve environmental goals. The OECD is continuing its strong commitment to providing policy guidance on improving water policy through its work on the economic, institutional and policy responses to the water challenge. Working with a multi-disciplinary team drawn from across the organisation, the OECD provides a forum for the exchange of country experiences and the identification of good practices, and helps to improve the information base for meeting the water challenge.

Based on a new dataset, the paper summarises recent evidence on the generation and international diffusion of selected climate change mitigation technologies (CCMTs) and their respective links to key policies. The data covers a selection of technology fields (renewable energy sources and ‘clean’ coal) and all countries over the last 30-35 years.
