Public environmental expenditure programmes play a key role in environmental finance in most OECD member and non-member countries. This report presents different institutional options for managing such programmes, with a focus on the water sector in four OECD countries, namely: Austria, Belgium (the Region of Flanders), France and Germany. The analysis uses the Good Practices for Public Environmental Expenditure Management, a performance review framework, developed by the OECD.

Multinational enterprises investing in countries characterised by weak or non-existent government need to take special care in handling a range of risks and ethical dilemmas not usually encountered in countries with stronger governance arrangements. OECD's Risk Awareness Tool for Multinational Enterprises in Weak Governance Zones is designed to help them.

This report analyses the effects of Mexico's ambitious reforms to agricultural and fisheries policies since 1990 and makes recommendations for further reforms. The evaluation is based on criteria for good agricultural and fisheries policy as agreed to by OECD countries.

Mexico’s recent agricultural reforms have made policies fairer and reduced market distortions, according to a new OECD report. But it warns that some initiatives are heading in the wrong direction. The Target Income programme to provide support to farmers is ineffective at relieving rural poverty while energy subsidies lead to over-exploitation of natural resources.

Seven new studies on climate change, produced under the auspices of the Annex I Expert Group, were launched at a side event at COP12 Nairobi: "Adaptation, Technology and Mechanisms: Recent Work from the Annex I Expert Group on the UNFCCC" was held on Monday 13 November. These papers are available on this very web site: www.oecd.org/env/aixg. The OECD also had an exhibit stand at this major annual UN conference.

OECD Secretary-General Angel Gurría has welcomed the publication this week of the Stern Review to the UK government on the economic consequences of climate change. The report was compiled by Sir Nicholas Stern, former chief economist at the World Bank.

Agriculture, as the main user of water in OECD countries, can also help maintain ecosystems. But government policies to support farm production often discourage the efficient use of water and aggravate pollution. The problem is identified in a new OECD publication on Water and Agriculture: Sustainability, Markets and Policies, a collection of expert papers on how to improve water management in the farming sector.

The UN Secretary General’s Special Representative on business and human rights has just published a survey of the human rights practices of the Fortune Global 500 companies. The survey results include information on the Global 500 companies’ references to external instruments, including to the OECD Guidelines for Multinational Enterprises.

This report analyses the performance of the State Environmental Protection Fund of Ukraine. The OECD Good Practices for Public Environmental Expenditure Management have been used as a benchmark for this evaluation. The Fund has been analysed in terms of environmental effectiveness, good budgetary practices and management efficiency. The Review has identified the strengths and weaknesses in the Fund's governance structure and has proposed possible reform measures for its institutional strengthening.
