Debt-for-Environment Swap in Georgia: Pre-feasibility Analysis, Institutional Options and Potential Project Pipelines

The first part of this report assesses the feasibility for implementing a debt-for-environment swap between Georgia and some of its creditors. Under certain conditions, such a swap could be feasible and mutually beneficial for both sides. The second part of this study presents five project pipelines in priority environmental sectors that could be co-financed by a debt-for environment swap. Such projects are likely to carry most weight with creditors interested in such swaps.

Survey of agencies' country-level activities (results up to end Jan 06)

The OECD/DAC Network on Environment and Development Co-operation and the Poverty-Environment Partnership Network are tracking their members’ country-level activities related to environment and development. The main objectives of this survey are to provide an overview of “who is doing what and where”, and to facilitate collaboration between agencies. The Survey is updated regularly, and this version includes responses received by January 2006.

This report assesses the feasibility for implementing a debt-for-environment swap between the Kyrgyz Republic and its creditors. It concludes that such a swap could be feasible and mutually beneficial if specified conditions are met. The analysis presents a possible model that other indebted countries and their creditors could use to address environmental problems of international significance. Well-designed projects could simultaneously help to alleviate poverty and improve living standards.

OECD posts responses to public consultation on a Risk Management Tool for Investors in Weak Governance Zones

In October 2005, the OECD launched an invitation for public comment on its draft Risk Management Tool for Investors in Weak Governance Zones.  A strong response was received from global and regional organisations, business, labour and other civil society representatives.  These comments can be consulted online and will be used to improve the draft risk management tool which is scheduled for finalisation by Spring 2006.

C’est dans cette optique que l’OCDE est actuellement en train de préparer un outil de gestion du risque destiné à aider les entreprises à y gérer leurs activités de manière responsable. Le projet de texte a été soumis à la sagacité du public par le biais d’une consultation en ligne.
