Fourth Meeting of the OECD / IFP Space Forum's Steering Group

The Steering Group of the OECD / IFP Forum on Space Economics met in OECD, Paris on June 12th, 2009. Following recent work on the contributions of space technologies towards climate change management (OECD publication: “Space Technologies and Climate Change”), a new case study was launched to take stock of the role of space applications in global food supplies (e.g. crop monitoring from space). In addition, building on the Secretariat’s findings, a new and enriched version of the OECD publication “The Space Economy at a Glance” will be published in 2010.

Today there is a growing consensus among various stakeholders that these global challenges require global solutions involving both OECD and non OECD countries, and that science technology and innovation (STI) must play an important role in providing the global solutions. As a first step to take forward the new work, a workshop was organised on 25 and 26 March 2009 to take stock of the current state of multinational S&T co-operation and the existing frameworks and governance approaches, meanwhile exploring promising new approaches and opportunities for enhanced co-operation and governance.

Dealing with allegations of misconduct is a sensitive but increasingly topical issue. Following the 2007 consensus report on Best Practices for Ensuring Scientific Integrity and Preventing Misconduct, the GSF undertook a follow up activity on the specific problem of scientific misconduct in international research collaborations. The final report, prepared by a Coordinating Committee nominated by member countries, contains practical recommendations and tools for the investigation of possible cases of research misconduct in international research collaborations.

This compendium of noteworthy mathematics-in-industry projects and programmes is an addendum to the June 2008 Report on Mathematics in Industry. It was prepared by an Experts Group, some of whose members were appointed by GSF delegates while others had participated in the earlier activity. The new material should be a useful, practical reference regarding options available to those (in industry, academia, or government) who wish to strengthen the links between academic mathematics and industry. This catalogue is not complete, and material may be added in the future.

This working paper analyses results of a business survey on the licensing-out of patents. The goal was to investigate the intensity of licensing to affiliated and non-affiliated companies, its evolution, the characteristics, motivations and obstacles met by companies licensing or willing to license.

Patent data are an outstanding resource for the study of technical change. Just published, this manual provides guiding principles for the use of patent data in S&T measurement, and recommendations for the compilation and interpretation of patent indicators in this context.

This document focuses on efforts in the United States to develop metrics to support sound decision choices by industry and consumers in the selection and use of biobased products. Public policy initiatives have been important in spurring the movement toward increased use of biobased products in the effort to lighten the US environmental footprint and enhance its energy security. This has included developing metrics based on sound science that also provide useful information to inform consumer selections of biobased products.

Scientific collections are essential components of research infrastructures. They are critical to many areas of science, and allow scientists to address global interdisciplinary issues such as climate change. This report presents the findings and recommendations from two workshops, held in the Netherlands and the United States in 2007 and 2008, regarding the maintenance, utilisation and international coordination of scientific research collections. A follow up activity is now underway under the aegis of the GSF to develop a sustainable plan for a future international coordinating mechanism.

It is crucial to start imagining today the possible – as well as the desirable – roles for higher education in tomorrow’s societies. The OECD/France conference Higher Education to 2030 was held on 8 and 9 December 2008 in Paris with a view to present and discuss possible and desirable futures for higher education.

Working Group - 5th meeting: indicators and statistics on the space economy

The OECD Forum on Space Economics Working Group met in Paris on February 19th. The main theme of discussions concerned indicators and statistics on the space economy (definition…). Working Group members particularly encouraged the development of an innovative OECD Working Paper entitled “The Guide to Measuring the Space Economy”, to become available in summer 2008.
