This one-day seminar was jointly organised by the OECD DAC Network on Governance (GOVNET) Anti-Corruption Task Team and the DAC Fragile States Group (FSG)-Task Team on State Building. Its purpose was to identify and analyze the challenges of tackling corruption in fragile states and take stock of donors’ anti-corruption interventions in this area.

After rapid increases in recent years, Spain's official development assistance reached USD 3 813 million in 2006, making it the 8th largest donor by volume. The Development Assistance Committee commends Spain for its growing aid efforts and its commitment to more than double the share of its gross national income allocated to development assistance in 2012 to reach the UN target of 0.7%.

Better and more coherent migration policies can contribute to the fight against global poverty. This is the main conclusion of "Migration and Developing Countries", a new report by the OECD Development Centre that was presented today at the German Ministry for Economic Co-operation and Development.

In a new G24 Policy Brief, Development Centre counsellor Helmut Reisen argues that China is actually improving debt ratios in Africa by stimulating exports, infrastructure investment and growth. He sees no evidence of China “free riding” on debt relief by OECD donors, as the bulk of its lending goes to resource-rich countries that did not benefit from debt relief.

Factoring climate concerns into development projects is a pressing need for aid recipients and a sound strategy for international donors. This report surveys 26 bilateral and 10 multilateral donors to track trends and highlight innovative approaches used by them to incorporate climate risks into their activities. The report concludes that international donors have made significant progress in recognizing the importance of climate risks in their development co-operation policies. Translating such concerns into operational practices, however, remains a difficult challenge.

This year’s peer review of Canada’s development co-operation programme noted positive achievements including a promising whole-of-government approach to working with fragile states such as Haiti and Afghanistan, effective support to humanitarian action, a reconfirmed commitment to Africa and continued aid increases to meet commitments made in Monterrey.

On 7 October 2004, experts and policy makers debated a central aspect of this deficit in the growth of southern Africa: the weakness of domestic and foreign investment. One of the main aims of the discussion was to explain the high cost of capital faced by both government and the private sector on the local capital markets, and to evaluate the economic impact of these costs.

Hosted by the government of Switzerland, the first inaugural meeting of the OECD-Africa Investment Advisory Board will discuss issues related to attracting and utilising investment as a vehicle for growth and development in Africa and guiding the design and implementation of the OECD-Africa Investment Initiative, as well as to achieving synergies with bilateral and multilateral organisations already working in Africa.
