Policy conditions placed on aid rarely improve its impact on growth and human development. However, donors continue to place significant conditions on their giving. A new study by Development Centre Senior Economist Andy Mold calls for more modesty from the donor community when defining “good” and “bad” practices, and concludes that the financial crisis should act as a catalyst for a thorough re-examination of aid conditionality. Recipient countries need to say ‘no’ more often to aid with excessive strings attached.

This Policy Guidance provides essential information and advice on how to mainstream climate change adaptation into development. The objectives are to promote understanding of the implications of climate change on development, to identify appropriate approaches for integrating adaptation into development policies at national, sectoral, project levels and in urban and rural contexts and to identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate change.

Governance, Taxation and Accountability: Issues and Practices provides an overview of the different streams of evidence linking tax policy and governance performance. Not only does it offer insights for the donor community, it explains the need to develop a broad tax base as a means of enhancing the bargaining process between citizens and governments. Finally, it argues that the mobilisation of citizens around taxation issues may be a good avenue to promote further engagement in other public policy matters.

These Guiding Principles were developed to respond to many of the issues and concerns raised in the Survey of Donor Approaches to Governance Assessment, in order to improve donor impact, usage and harmonisation of governance assessment. They are intended to provide practical advice to governance specialists in donor agencies working on assessments and to donor agency staff working in other sectors who encounter the realities of governance in their work every day. A diverse range of partner country stakeholders involved in assessing governance may also find these principles of value.

It will be maintained virtually as a living resource on the GOVNET site. It is a compilation of existing donor methodologies and includes links to other related sources.

Taxation is important for governance because it can stimulate a process of negotiation and bargaining between states and their citizens. Recent work by the OECD DAC GOVNET demonstrates how taxation can contribute to more effective and accountable states.

Sweden spent USD 4.73 billion on overseas development assistance (ODA) in 2008. This amounted to 0.98% of its gross national income (GNI), making Sweden the most generous DAC donor countries as a proportion of its economy. This is particularly laudable in a time of global recession.

All countries need to trade, with their neighbours and globally, to sustain long-term economic growth. Some low-income countries lack the instutitions, infrastructure and supply-side capacity to benefit from open markets and lift their people out of poverty.

Latinobarometro and the OECD Development Centre organised a joint seminar on democracy and fiscal legitimacy in Latin America on 29 May at the Maison de l'Amérique latine, in Paris. Renowed experts discussed public attitudes towards democratic institutions in the region and the impact of fiscal policy on democratic legitimacy.
