DAC Evaluation Quality Standards (for test phase application)

The DAC Evaluation Quality Standards identify the key pillars needed for a quality evaluation process and product. They have been prepared by DAC members in order to define member countries' expectations of evaluation processes, and evaluation products.
 

Pilot countries selected

 22 countries from Africa, Asia and Latin America and the Caribbean have been selected as pilot countries in the Pilot Exercise. The purpose of this exercise is to field test the new, common methodology under different country conditions in order to improve the quality and the usefulness of the methodology and to support an improved policy dialogue between partner countries and their development partners about procurement reforms and capacity development.

Guidance for Managing Joint Evaluations

This publication is the second of the DAC Evaluation Series. It is a practical guide for managers of joint evaluations of development assistance programmes. It reflects the evolution of development co-operation towards broader partnerships and, specifically, joint evaluations undertaken with the participation of developing country partners.

OECD Review of United States Development Assistance Programmes

The OECD’s Development Assistance Committee review of U.S. aid, including humanitarian assistance, noted many changes following the events of 11 September 2001. Development is now part of the foundation of the U.S. National Security Strategy. The DAC urged that there should be more explicit focus within the Strategy on poverty reduction.

Whole of Government Approaches in Fragile States

The future of fragile and failing states have increasingly become a preoccupation of the international community. Fragile states face problems in a wide range of domains, indicating the need for a mix of actors,instruments, incentives and interventions. Political, security, economic and social spheres are interdependent: failure in one risks failure in all.  A 'whole of government approach' (WGA) to fragile states has become imperative.

This study assesses existing WGAs and lays out the rationale for using such a WGA in fragile states and addresses common challenges.

OECD recommends China to reconsider its new rules on cross-border mergers and acquisitions

China should reconsider some of its new regulations and policies concerning cross-border mergers and acquisitions that were introduced on 9 November 2006 by the National Development and Reform Commission, according to a new OECD report.

Experts' Meeting on Access to Drinking Water and Sanitation in Africa, Paris, 1 December 2006

DAC Chair calls on donors to deliver on their Gleneagles commitments

Final data on aid flows in 2005 reveal that underlying aid flows to the poorest countries in sub-Saharan Africa have stalled. Official development assistance from members of the OECD’s Development Assistance Committee, which groups the world’s major donors, reached USD 106.8 billion in 2005, a record high.
