Providing information on public sector performance can satisfy the publics demand for transparency and it can also be a useful tool for governments to evaluate their own performance. This Policy Brief looks at the challenges governments face in using performance information to make the budget process more efficient and offers some guidelines to assist in the process.

Factbook 2008 shows wide variations in productivity across OECD countries

Labour productivity has grown strongly in the Slovak Republic, Hungary and Korea in recent years while growth rates in some other OECD countries such as Italy, Mexico, Portugal and New Zealand have slowed markedly.

As part of a wider project on developing comparable data and indicators of good government and efficient public services, the OECD is currently developing a new methodology for gathering comparable data on public employment. The goals of this methodology are two-fold: to measure the production costs of goods and services of the "public domain" and to put public employment numbers and costs in the perspective of these wider costs.

Information about public sector performance is always in demand, both by politicians and the general public. Should performance information be linked to resources? This is an ongoing debate in OECD countries. This book reviews the experiences of eight OECD countries which have developed and used performance information in the budget process over the past ten years: Australia, Canada, Denmark, Korea, Netherlands, Sweden, United Kingdom and United States. The book offers guidelines and recommendations on adapting budget systems to promote the use of performance information.

Italy should improve regulatory quality to boost regional growth, says OECD

Italy should cut red tape, improve the way new rules affecting citizens and business are drafted at a regional level and strengthen co-ordination between the State and the regions. This will boost innovation and competition and improve the economic performance of Italian regions, according to a new OECD report.

This second edition of the OECD Budget Practices and Procedures Database has been extensively revised and shortened. The data cover the entire budget cycle: preparation, approval, execution, accounting and audit, and performance information. The purpose is to provide budget practitioners and academics the opportunity to compare and contrast national budgeting and financial management practices with a view to share experiences and best practices.

Administrative simplification is becoming a priority of OECD countries seeking to improve public governance and regulatory quality. Cutting red tape will improve the framework for doing business, thus stimulating competitiveness and growth. The Netherlands have been a main driver in the trend towards more evidence-based programmes to reduce administrative burdens on companies and was among the first to launch a 25% burden reduction programme.

In their quest for legitimacy, democratic regimes find themselves having to balance two values that can be in some tension: fair and non-politically partisan public service delivery and, subject to the law, the responsiveness of public servants to the policies of the current executive. This paper depicts the way in which different countries have developed institutional arrangements which balance these two concerns, to avoid the extremes of a self-serving public service immune to political leadership, or an over-politicised public service hostage to patronage and serving partisan interests.
