The OECD Journal on Budgeting, Volume 6, Number 2 (2006) contains selected case studies and papers based on presentations at the annual CABRI budget reform seminars in 2004 and 2005. One of the aims of the Collaborative Africa Budget Reform Initiative is to contribute to a common African resource base for African officials on public financial management in Africa. Co-operation between CABRI and the OECD network of Senior Budget Officials draws on contributions by the SBO at the CABRI seminars and through insights on how a senior budget officials network can operate.

Based on a comprehensive, cross-disciplinary stocktaking of lessons learned from 20 country reviews between 1998 and 2004, the OECD brought the 1997 principles for regulatory reform into the 21st century. The 2005 Principles for regulatory quality and performance promote a dynamic, ongoing, whole-of-government approach. Issues receiving attention include: policy coherence and multi-level coordination; ex ante assessment of proposals for policy; competition policy for network utilities that meet public needs; market openness; and risk awareness.
