This report presents the results of an OECD seminar on pesticide risk reduction through better application technology. This seminar was the fifth in a series of seminars on pesticide risk reduction organised by the OECD Pesticide Risk Reduction Steering Group, a sub-group of the OECD Working Group on Pesticides. The seminars focused on key issues in pesticide risk reduction of concern to OECD governments. The seminars were intended to provide an opportunity for discussin, learning and information sharing. Mexico’s recent agricultural reforms have made policies fairer and reduced market distortions, according to a new OECD report. But it warns that some initiatives are heading in the wrong direction. The Target Income programme to provide support to farmers is ineffective at relieving rural poverty while energy subsidies lead to over-exploitation of natural resources.

Agriculture, as the main user of water in OECD countries, can also help maintain ecosystems. But government policies to support farm production often discourage the efficient use of water and aggravate pollution. The problem is identified in a new OECD publication on Water and Agriculture: Sustainability, Markets and Policies, a collection of expert papers on how to improve water management in the farming sector.
