After their endorsement in April 2005, the OECD has now published Guidelines on Corporate Governance of State-owned enterprises. These new Guidelines provide the first international benchmark to help governments assess the way they exercise their ownership responsibilities vis-à-vis state-owned enterprises (SOEs). They are non binding and complementary to the OECD Principles of Corporate Governance

The OECD and the Enterprise Research Institute of the Development Research Centre convened a high level meeting to exchange experience on corporate governance of state owned assets. The OECD Guidelines on Corporate Governance of State-Owned Enterprises were presented for the first time after their official adoption by the OECD in April 2005.

Developing countries face the challenge of transforming political and economic governance arrangements from relationship-based systems into rules-based systems. Many must enhance their ability to address corporate insiders' abusive use of schemes to expropriate or divert resources from other stakeholders. With enforcement at the heart of the challenge, the appropriate balance between regulatory and voluntary initiatives remains an open question.

OECD has approved new Guidelines on Corporate Governance on State-Owned Enterprises to give concrete advice to countries on how to manage more effectively their responsabilities as company owners.

OECD Secretary General Donald J. Johnston will meet with Ira Millstein and other corporate governance leaders in New York on Friday 15 April 2005 to launch a Business Sector Group to give practical guidance to board members trying to improve corporate governance.

This presentation was made at a seminar on the relationship between the state and SOEs in Brasila, on 10 - 11 November 2004. It aimed at presenting the practices and main challenges in OECD countries regarding the corporate governance of state-owned assets. It also presented the current work of drafting Guidelines on Corporate Governance of State-owned assets by the OECD Working Group on Privatisation and Corporate Governance of State-Owned Assets .

Corporate Governance in Eurasia: A Comparative Overview has just been published. This work surveys the corporate governance framework and practices in Eurasia and identifies important corporate governance reform prorities for the region. Its conclusions are the culmination of four years of on-going deliberations by the Eurasian Roundtable on Corporate Governance.

A consultative meeting was held at the IEA in Paris with key representatives from Ministries and state-owned enterprises in member countries. This meeting came directly after the non-member consultation to once again provide valuable input in the drafting of the Guidelines on Corporate Governance of State-Owned Assets.

The OECD presented the draft of a new report on corporate governance in the region which provides a comprehensive overview of the legal framework, actual practice and reform priorities. The meeting discussed the 2004 OECD Principles of Corporate Governance and corporate governance reform in Ukraine.
