Too many workers leave the labour market permanently due to health problems, and yet too many people with a disabling condition are denied the opportunity to work. This is a social and economic tragedy common to virtually all OECD countries, and an apparent paradox that needs explaining. Why is it that average health status is improving, yet more and more people of working age end up out of the workforce relying on long-term sickness and disability benefits?

The OECD and the European Centre for Social Welfare Policy and Research organised on 6 and 7 March 2003 a conference to discuss disability policies for the working-age population. The conference addressed key problems in disability policy, and discussed OECD recommendations on how to tackle them as outlined in the forthcoming publication "Transforming Disability into Ability". The main policy recommendations from the publication formed the basis for the thematic sessions.
