At a 1 March 2010 roundtable, a set of draft strategic principles on international support for elections highlighted the importance of raising discussions around electoral support from a technical to a more strategic level. GOVNET was tasked with developing a framework for more effective collective donor responses to corruption. To inform this work, the GOVNET Anti-Corruption Task Team commissioned a study of how donors have responded to corruption in practice, so as to understand better the opportunities, constraints and incentives for more effective collective responses. Case studies in Afghanistan , Indonesia and Mozambique led to a set of recommendations that will inform development of further guidance for collective donor responses. The main report synthesises these findings.

In response to growing concern, GOVNET and the DAC Fragile States Group (now the International Network on Conflict and Fragility) initiated a discussion on the key issues and challenges related to fighting corruption in fragile states. GOVNET followed-up by initiating an exploration of the complementarities between current approaches towards both statebuilding and fighting corruption in fragile states. The report identifies remaining gaps in research but concludes by outlining what an anti-corruption approach determined by a vision of statebuilding might consist of. See full report.

Finally, it argues that the mobilisation of citizens around taxation issues may be a good avenue to promote further engagement in other public policy matters.

These Guiding Principles were developed to respond to many of the issues and concerns raised in the Survey of Donor Approaches to Governance Assessment, in order to improve donor impact, usage and harmonisation of governance assessment. They are intended to provide practical advice to governance specialists in donor agencies working on assessments and to donor agency staff working in other sectors who encounter the realities of governance in their work every day. A diverse range of partner country stakeholders involved in assessing governance may also find these principles of value.
