This report summarises a multi-donor anti-corruption assessment exploratory mission which visited Cameroon from 17-22 July 2006 under the umbrella of the OECD Development Assistance Committee’s Governance Network. The objective of the mission was to explore partnerships for good governance in Cameroon, including the preparation of a joint corruption assessment as a first step.

Adequate country capacity is one of the critical missing factors in current efforts to meet the Millennium Development Goals (MDGs). Development efforts in many of the poorest countries will fail, even if they are supported with substantially increased funding, if the development of sustainable capacity is not given greater and more careful attention.

The aim of this seminar, jointly organised by the OECD Development Centre & the DAC Network on Governance, was to take stock of the role of informal institutions in the development process; to assess their impact on development outcomes; to analyze the linkages and possible conflicts between informal and formal institutions; to derive policy lessons on how best to put informal institutions to the service of development; and, to identify areas for future work and collaboration.

This Forum was organised jointly by DAC and Transparency International and took take place at the Pierre Mendès Conference Centre at the French Ministry of Economy and Finance (Bercy) on 9-10 December. It brought together senior officials and leading actors in the field of anti-corruption from both member and partner countries.
