The report is the result of a two-year work programme on the challenges and opportunities for entrepreneurship development in East Germany undertaken by the Organisation for Economic Co-operation and Development, through its Local Economic and Employment Development Programme (LEED), in collaboration with the Federal Ministry of Transport, Building and Urban Affairs (BMVBS), Angelegenheiten der Neuen Länder department.

The compendium is part of the project on "Strengthening Entrepreneurship and Economic Development in East Germany"carried out by the OECD and the Federal Ministry of Housing, Land, Construction, Transport and Urban Affairs. The compendium is built of several themes of relevance to local entrepreneurship development in East Germany. It brings together recommendations, International learning models and good practice in East Germany.

This study was carried out in 2007. An OECD publication will be released in June 2008 with a set of recommendations on how best to adapt the policy framework to enhance the entrepreneurship and cluster development in a given area. This review draws on an in-depth analysis of the Grenoble cluster in France and other six international clusters across the OECD.

This co-operative project between the German Federal Ministry of Transport, Building and Urban Affairs and the OECD provides an opportunity for participants in East Germany to stand back and reflect on their overall options, needs and priorities and by facilitating an international exchange of information on innovations and best practices from a range of OECD Member countries.

The 4th conference of the International Entrepreneurship Forum (IEF) was jointly organised by the OECD LEED Programme, the University of Essex and the University of Paris Dauphine, France. This event provided for research based insights and a forum for the sharing of experience by policy makers and practitioners.

In the framework of the Bologna Process, the Working Party on SMEs & Entrepreneurship, in close co-operation with the LEED Programme and other OECD bodies, developed 4 themes and 2 cross-cutting issues, which constituted the core agenda for the Second OECD Ministerial Conference on SMEs held in Istanbul.

This event was organised by the Autonomous Province of Trento in cooperation with its numerous partners. The festival broughttogether internationally renowned experts who sought to promote a better understanding of the global key issues such as poverty and inequality.
