The focus on integrating environmental factors into development assistance has grown in the past years. The selected reports, from Finland and the Asian Development Bank, highlight positive steps that have been taken, and remaining challenges: from the need for clear definitions of environmental objectives, to the lack of ownership by environmental agencies of capacity development projects.

The independent evaluation of the Paris Declaration has now delivered its first results. Twenty country-led evaluations and five donor studies have been completed and are now available on our website. Stay tuned for forthcoming reports!

Integrating gender equality into evaluations means assessing how an investment has contributed to the achievement of results in improving the lives of women and men. More progress in incorporating gender perspectives into general evaluations of development assistance needs to be done.

This study takes stock of how the evaluation function is managed and resourced by the members of the OECD DAC Network on Development Evaluation, with a focus on the role of central evaluation units. The purpose of this endeavour is to inform ongoing efforts to strengthen evaluation systems – in donor and partner countries – to enhance the role of evaluation in contributing to better development results and stronger accountability.

There will be strong pressure to account for the results of the massive aid efforts currently underway in Haiti. Evaluation of the earthquake recovery efforts, if done right, can contribute to learning and support accountability for the results on the ground. The DAC Network on Development Evaluation has joined forces with the UNEG, and the ALNAP to ensure a coherent approach to evaluation in Haiti. Interested partners are invited to join this effort at a meeting in London, 18 – 19 May 2010.

The DAC Quality Standards for Development Evaluation provide a guide to good practice in development evaluation. They are intended to improve the quality of evaluation processes and products and to facilitate collaboration. Built through international consensus, the Standards outline the key quality dimensions for each phase of a typical evaluation process: defining purpose, planning, designing, implementing, reporting, and learning from and using evaluation results.

The tsunamis that hit Samoa, American Samoa and Tonga, Typhoon Kesanta in the Philippines and Mekong region, and recent earthquakes in Indonesia are salient reminders of the need to better integrate disaster risk reduction into development practices. As relief efforts start up, evaluations of past disaster responses can provide informative lessons.

A valuable lesson of development evaluation is that more attention needs to be given to gender equality. While more thematic evaluations of gender equality and women’s empowerment are now taking place, progress in incorporating gender perspectives into general evaluations of development assistance has been slow and uneven.

The synthesis tr[pty and individual partner country and donor agency studies are available on the homepage of the DAC Network on Development Evaluation. This report is an early evaluation and focuses on ways of improving and enhancing implementation, rather than giving any definite judgement about effectiveness.
