Harmonising Climate Risk Management: Adaptation Screening and Assessment Tools for Development Co-operation

There are a growing number of tools available for screening climate change risks and integrating adaptation into development planning processes. Building on the experiences of users and developers, this paper assesses the extent to which tools meet users’ needs. It provides options for reducing fragmentation and duplication: these include providing common guidance on specific topics and by clarifying the diverse terminology used.

La direction de l'environnement de l'OCDE et CDC Climat ont tenu une conférence de presse pour présenter l'étude internationale "Les collectivités locales et les marchés du carbone" le mardi 19 avril à CDC Climat, Paris, suivie d'une table ronde sur le thème des financements innovants pour la mise en oeuvre des plans énergie-climat territoriaux. Plusieurs collectivités étudient les mécanismes de projets de réduction d'émission de carbone pour valoriser ces réductions et trouver des compléments de financements.

Cities and carbon markets: Press conference and roundtable event

The OECD Environment Directorate and CDC Climat held a conference on Cities and carbon markets, bringing together city officials from across France, on Tuesday 19 April in Paris. Speakers include J. Oliveira-Martins (OECD Regional Development), Bruno Charles (Vice President of Greater Lyons), Olivier Degos (Regional delegate for S.D., Council of Aqutaine). The event was held at CDC Climat headquarters in Paris.

Cities and Carbon Market Finance

This paper reviews 10 in–depth case studies of urban projects proposed and operating within the realm of Joint Implementation (JI) and the Clean Development Mechanism (CDM) of the Kyoto Protocol. Drivers of success for these projects are examined, and how to best tap the potential for carbon markets to offer increased levels of financial support for urban mitigation projects is explored.

Financing Climate Change Action and Boosting Technology Change: Key messages and recommendations from current OECD work (new policy brief)

Public and private financing for climate action will need to be scaled up significantly in the coming years. Indeed, the Cancún Agreements call on developed countries to provide new and additional resources for climate actions: USD 30 billion over 2010-2012 and a longer term goal of $100 billion per year by 2020. The OECD is ready to assist countries in their efforts to find lasting solutions to finance action on climate change, building on the long-standing work of the organisation to share country experiences and identify lessons learnt and policy recommendations for good practice.

Climate Policy and Technological Innovation and Transfer: An Overview of Trends and Recent Empirical Results

Based on a new dataset, the paper summarises recent evidence on the generation and international diffusion of selected climate change mitigation technologies (CCMTs) and their respective links to key policies. The data covers a selection of technology fields (renewable energy sources and ‘clean’ coal) and all countries over the last 30-35 years.

Global Forum on Environment Event / Climate Change Expert Group Seminar (19-20 September, Paris)

This Global on Environment/CCXG seminar brought together experts from a wide range of countries and organisations to discuss issues related to carbon markets and measurement, reporting and verification (MRV) of climate change actions and finance. The seminar focussed on four specific topics of relevance to the ongoing climate change negotiations: (i) international assessment and review (IAR) and international consultations and analysis (ICA); (ii) setting baselines; (iii) MRV of finance; and (iv) managing greenhouse gas units from multiple market mechanisms.
