Removing Economic Benefits of Environmental Violations in Azerbaijan: Case study report

This report, based on the results of a pilot study in Azerbaijan, demonstrates the benefits of an improved methodology for the assessment of administrative environmental fines. It builds on the 2009 guidance document for countries of Eastern Europe, Caucasus and Central Asia (EECCA) “Determination and Application of Administrative Fines for Environmental Offences” and focuses in particular on how to calculate the economic benefit of non-compliance and remove it through an appropriate monetary penalty.

Improving the Effectiveness and Efficiency of Environmental Inspections: Risk-based prioritisation and planning in Moldova

This report demonstrates an approach to improving the effectiveness and efficiency of environmental inspection by targeting polluters associated with higher risk. It describes a pilot study in Moldova which adapted and tested an inspection prioritisation and planning methodology and whose experience is largely applicable to all countries of Eastern Europe, Caucasus and Central Asia.

The implementation of a feasible Finance Strategy (FS)/Strategic Financial Plan (SFP) is even a bigger challenge than just developing it, as it requires a number of measures to integrate the FS/SFP into the policy framework, foremost into the country development strategy (equivalent of the Poverty Reduction Strategy Paper, PRSP), regional and WSS sector development strategies (if exist) and the budget process, i.e. the Medium-Term Expenditure Framework (MTEF) and annual budgets. Mobilising Financing for the Environment in Russia

It presents the latest available data on trends in environmental expenditure and reviews a series of instruments to finance environmental policies in Russia, namely, revenues from economic instruments, user charges for water supply and sanitation, environmental funds, intergovernmental transfers, local capital markets and environmental assistance.

6th "Environment for Europe" Ministerial Conference, 10-12 October 2007, Belgrade (Serbia)

The 6th "Environment for Europe" (EfE) Ministerial Conference took place in Belgrade on 10-12 October 2007. It brought together ministers and high-level delegates from 56 UNECE member states and the European Commission, representatives of the United Nations organisations, other intergovernmental organisations, non-governmental organisations and other stakeholders. OECD/EAP Task Force analytical reports provided basis for discussions at the Ministerial Conference.

Implementation of a National Finance Strategy for Water Supply and Sanitation Sector in Armenia

Water supply and sanitation (WSS) infrastructure in Europe, Caucasus and Central Asia is often critically deteriorated, involving significant risks for human health and the environment. Achieving the Millennium Development Goals on water supply and sanitation is therefore a serious challenge in many countries in the region. Armenia, one of the poorest countries in the region, faces many of these challenges as well as serious financial constraints related to affordability issues in households and public budgets.

Handbook for Appraisal of Environmental Projects Financed from Public Funds

The Handbook proposes a set of management tools and approaches to designing realistic public environmental expenditure programmes and selecting and financing the most cost-effective projects supported with public funds. It focuses on appraising investment projects in the water sector. It is tailored to the perspective of the public financier, not the project promoter.

Annual Meeting of the Task Force for the Implementation of the Environmental Action Plan (EAP), Almaty

The annual EAP Task Force meeting was held on 14-15 October 2010 in Almaty. The main purpose of the meeting was to review progress achieved in the implementation of the EAP Task Force's Work Programme in 2010 and
to discuss work proposed to be carried out in 2011.

Annual Meeting of the EECCA Regulatory Environmental Programme Implementation Network (REPIN) held on 8-9 November 2010 in Riga

The annual REPIN meeting was organised by the OECD/EAP Task Force Secretariat and hosted by the State Environmental Service of Latvia on 8-9 November 2010 in Riga. The meeting was attended by government officials and experts from most of the EECCA countries as well as from Estonia, Latvia and Poland. Representatives of the European Commission, the Regional Environmental Centres (RECs) of Russia and the Caucasus, as well as the Working Group of Environmental Auditing under the International Organization of Supreme Audit Institutions (INTOSAI) and the NGO community were also present.

Regional Meeting on Private Sector Participation in water and sanitation in EECCA – Recent Experience and the Way Forward

Annual Meeting of the Task Force for the Implementation of the Environmental Action Plan (EAP), Paris

First Steering Group Meeting of the National Policy Dialogue on Water-Related Issues in Ukraine

Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries

The dissemination workshop on “Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries” was held  in Kiev, Ukraine on 24 April 2009. The meeting was a capacity development and dissemination workshop where good practices and approaches to improve the financial management of the water sector have been presented. These outputs have been developed in the framework of the EAP Task Force and supported by a TACIS grant.

EECCA workshop on integrating the environment sector into medium-term expenditure frameworks

The main objective of the workshop was to discuss in detail the scope of a survey on the experience of countries of Eastern Europe, Caucasus and Central Asia (EECCA) with integrating the environmental sector into medium-term budgeting processes. The workshop was organised on 10 June 2009, in Chisinau (Moldova), back-to-back with the annual meeting of the Regulatory Environmental Programme Implementation Network.

The 2009 Annual REPIN meeting: Focus on financial drivers of environmental compliance

Environmental liability regimes and approaches and criteria to assess administrative fines were in the focus of discussions at the annual meeting of the Regulatory Environmental Programme Implementation Network. This meeting took place on 11-12 June 2009 in Chisinau, Moldova. The Network was established back in 1999 and brings together environmental experts from Eastern Europe, Caucasus, and Central Asia (EECCA).
