It was co-organised with Slovenia's Ministry of Public Administration with the support of the World Bank’s Communication for Governance & Accountability Program (CommGAP), DECIM, the European Citizen Advisory Service (ECAS) and Involve.

The 2008 E-Leaders Conference brought together senior government officials responsible for e-government from OECD countries to discuss the role of e-government in 2020, the impact of e-government on economic development and the creation of an agenda for e-government and public sector delivery. The event was organised in co-operation with The Netherlands's Ministry of the Interior and Kingdgom Relations.
