Performance Budgeting in OECD Countries (publication)

Information about public sector performance is always in demand, both by politicians and the general public. Should performance information be linked to resources? This is an ongoing debate in OECD countries. This book reviews the experiences of eight OECD countries which have developed and used performance information in the budget process over the past ten years: Australia, Canada, Denmark, Korea, Netherlands, Sweden, United Kingdom and United States. The book offers guidelines and recommendations on adapting budget systems to promote the use of performance information.

OECD 2007 Budget Practices and Procedures Database

This second edition of the OECD Budget Practices and Procedures Database has been extensively revised and shortened. The data cover the entire budget cycle: preparation, approval, execution, accounting and audit, and performance information. The purpose is to provide budget practitioners and academics the opportunity to compare and contrast national budgeting and financial management practices with a view to share experiences and best practices.

Collaborative Africa budget reform initiative – special issue of the OECD Journal on Budgeting

The OECD Journal on Budgeting, Volume 6, Number 2 (2006) contains selected case studies and papers based on presentations at the annual CABRI budget reform seminars in 2004 and 2005. One of the aims of the Collaborative Africa Budget Reform Initiative is to contribute to a common African resource base for African officials on public financial management in Africa. Co-operation between CABRI and the OECD network of Senior Budget Officials draws on contributions by the SBO at the CABRI seminars and through insights on how a senior budget officials network can operate.

Symposium on international comparison of the budget cycle in R&D and innovation policies, Madrid, July 2008

The OECD and the Spanish Ministry of Economy and Finance jointly organised a symposium on the topic "International Comparison of the Budget Cycle in Research and Development and Innovation Policies" in Madrid, 3-4 July 2008. The primary objective was to provide systematic comparisons for a limited number of OECD countries of the usefulness of R&D and innovation evaluation systems for resource allocation purposes. The symposium focused on how evaluation techniques are applied for priority setting and how they influence the availability of financial resources for RDI activities.

Seminar on practical aspects of performance budgeting, Mexico 2008

The seminar drew upon the OECD publication Performance Budgeting in OECD Countries and on the insights learned at an international conference on performance budgeting held in Mexico, 9-10 June 2008.

This international conference allowed for an exchange of ideas on practical aspects of performance budgeting, on the role of information in the process of assigning budgets, and on economic policy issues behind the implementation of performance budgeting.

Seminar on public-private partnerships

A two-day seminar entitled "Public-private Partnerships: Affordability, Value for Money and the PPP Process" was held in Zürich, Switzerland, 21-22 February 2008. The overall focus was on sharing practical experience of how countries organise the PPP process and handle the often complex issues that governments face when using PPPs. Particular issues included affordability, risk sharing, value for money, budgeting and accounting for PPPs, and the institutional and regulatory aspects.

Seminar on evaluating innovative approaches to public service delivery: Madrid, 30-31 October 2007

This seminar discussed evaluation for budgeting of public policies that are performed under public-private collaboration. The seminar was jointly organised by the OECD and the Spanish Secretariat of State for Finance and Budgeting, the General Control of State Administration, the Secretariat General of Budget and Expenditure, and the Direction General of Budgets.

Study visit to the OECD by members of the Jordanian Parliament

Jordan’s Legislative Strengthening Program (SUNY) and the Parliamentary Budget Office jointly organised a study visit to the OECD of Members of the Jordanian Parliament. At this occasion, Mr. Barry Anderson, Head of the Budgeting and Public Expenditures Division, OECD made a presentation on the experiences with legislative budget offices.
