DEV Working Paper No. 309: Making Reform Happen in Colombia: The process of Regional Transfer Reform

This paper studies the interaction between different actors in the policy-making process of fiscal transfer reform in Colombia, using the “life cycle of reform” framework to analyse this reform and following critical phases in the process. This paper shows that the economic context and institutional factors, such as the new political structure for interactions between agents after the 1991 Constitution, were fundamental in achieving the reform. Moreover, it confirms previous studies showing that communication and compensation strategies play a key role in the approval of reforms.

InnovaLatino.org lancé à Madrid pour mettre en avant l’innovation en Amérique latine

InnovaLatino.org est le résultat d’une étude produite par l’INSEAD et le Centre de développement de l’OCDE avec le soutien de la fondation Telefónica. Le rapport ressort d’une enquête auprès de 1 500 industriels et révèle que certains pays d’Amérique latine ont su innover en termes de modèles d’activité et de méthodes de commercialisation.

Are workers’ remittances relevant for credit rating agencies?

This paper by Development Centre economists Rolando Avendaño and Sebastián Nieto-Parra have studies the impact of workers’ remittances on sovereign ratings in 55 developing countries over the period 1993–2006. The paper has been included in the first issue of new journal Review of Development Finance. Results suggest that there is no single model to rate countries and the impact of remittances on ratings is enhanced for small, low and middle income economies.

Middle class in Latin America economically vulnerable, says OECD

Even though the growing middle class in Latin America is becoming an engine of economic progress, this group remains economically vulnerable when compared with high income OECD countries, according to the OECD Development Centre’s Latin American Economic Outlook 2011. Therefore, Latin American governments must ensure that they do not fall down the economic ladder.

New OECD initiative to establish a regional forum on fiscal policy in Latin America and the Caribbean

The OECD is developing a new regional initiative to strengthen relations with Latin American and Caribbean countries (LAC Initiative). This initiative will develop an OECD platform for policy dialogue and peer review in the LAC region, and will initially cover fiscal, investment, public governance and innovation policies. This document gives an overview of the fiscal pillar of the initiative, which aims to improve taxation and public expenditure policies in the LAC region. The fiscal pillar is a joint project between the Centre for Tax Policy and Administration and the Development Centre.

Migration in Latin America: Answering old questions with new data

The economic effects of immigration are often controversial. This column by the Centre's Bárbara Castelletti, Jeff Dayton-Johnson and Ángel Melguizo introduces the preliminary findings from a new database on immigration in Latin America and the Caribbean. While immigrants do not seem to displace domestic workers, they are often working in sectors unsuitable for their skills. Better policy could help the destination countries as well as the immigrants themselves.

Topics will highlight  macroeconomic policies, the evolution of trade and commercial policies, and the emergence of new business models.
