The aim was to present the Strategic Regional Agenda for the Local Territorial Development (ARSTEL for its Italian acronym), which is an innovative tool for integrated development, recently approved by the Marche Region. The LEED Programme received a group of Latin American Leaders in the OECD Headquarters in Paris. This group came as part of the first European Cities Study Tour sponsored by the World Bank Institute. Some LEED Partners as well as French and European authorities took part in the discussions.

This international seminar, is jointly promoted by ISSAN and the EMES Network, in partnership with the LEED Programme. On 11th June 2003, the OECD Council decided to establish, in co-operation with the Italian Government and the Autonomous Province of Trento, an OECD LEED Centre for Local Development in Trento. The DG Enterprise and Industry organised a Conference on Insolvency and Fresh Start after Business Failure in Brussels on 28th March 2006. The conference had a focus on bankruptcy prevention, tackling the stigma attached to business failure and promotion of a fresh start. The OECD Centre for Entrepreneurship, SMEs and Local Development presented the preliminary results of the OECD Policy Indicator Questionnaire on Bankruptcy. This year, the CEI SEF addressed the theme of Reforms key to Competitiveness. It was a platform to make business contacts and establish co-operation on investment projects and development programmes. The results of the LEED's five country reviews on the local integration of immigrants into the labour market were discussed at this conference co-organised with the Federal Bank of New York. The event was attended by 140 delegates, from the US and overseas, including leaders and directors of major US workforce training programmes, community development organisations, unions, foundations, and community colleges, as well as academics, and state and local political leadership.
