The "Atlas of Gender and Development: How Social Norms Affect Gender Equality in Non-OECD Countries" was recently launched during the International Workshop "Gender Equality and Progress of Societies" on 12 March 2010. This new resource combines country and regional analysis with rankings based on the Development Centre’s social institutions and gender index (SIGI). Informal employment is at record levels worldwide with severe consequences for poverty in poor countries, according to Is Informal Normal?, a new report by the OECD Development Centre.

On the occasion of International Women’s Day, the OECD Development Centre presents a new index to track causes of gender inequality. Drawing on 12 innovative variables, the Social Institutions and Gender Index (SIGI) explains why women in many developing countries are deprived of social and economic development. In countries with high SIGI values, building more schools or giving micro-credit to women risk being ineffective when traditions and social norms prevent girls from leaving the house alone or accessing land, technology or information.

OECD tracks gender inequality in developing countries

The OECD's Development Centre measures discrimintation that restricts women's ability to access resources in 102 developing countries. The centre will present this new measure on 5 March 2009 at the Commission on the Status of Women at the United Nations.

The current economic crisis has deep implications for employment across the planet. It brings to an end a period of relatively strong and sustained growth, which was accompanied by the creation of many new jobs. World employment in 2007 was almost one third higher compared with 1990.

To celebrate the adoption of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families in 1990, the UN General Assembly proclaimed the 18th of December as International Migrants Day. As shown by the work of the Development Centre, migrants continue to be an important factor to promote development in their countries' of origin.

Gender inequality has multiple facets, including both overt and more hidden instances of discrimination. In the framework of the 2009 session of the Commission on the Status of Women (CSW), the Development Centre will launch a new composite index shedding light on inequalities that are based on social norms and traditions.

The OECD Development Centre has recently organised a joint seminar with the Directorate for Employment, Labour and Social Affairs (ELS) focusing on the evolution of the quantity and quality of employment and its impact on poverty and inequality, with a specific focus on Brazil, China and India.

Achieving codevelopment between Africa and France
The migration team of the Development Centre, led by Mr. Jeff Dayton-Johnson, reminded government representatives in an international seminar of the importance for coordinated migration and development policies. These need to be based on a realistic understanding of the dynamics of the migration process. The seminar was organised by the Fondation Concorde and brought together key members of the French Ministry of Immigration.

On 17-19 September, we participated in an international conference organised by the Böll Foundation (Germany). Our paper on "Migration Management: The Development Countries' Perspective" stimulated a lively debate on how to improve the development impact in migrant sending regions.

"Migration and Development: Policy Coherence and Effective Partnerships", organised at the 12th General Conference of EADI, took stock of what we know about the effects of migration on development. Participants shared their specific country or regional experiences to illustrate the mechanisms that link migration and development, in particular related to labour-market effects, the brain drain, remittances, diaspora networks and return migration.
