Third International Roundtable in China: Chongqing Municipality's Development Strategy, Beijing, 10 November 2007

At a conference in Beijing, senior officials of the Chinese Central Leading Group for Financial and Economic Affairs, of Chongqing Municipality, and experts from the German GTZ exchanged views with the OECD Territorial Development Policy Committee. This third roundtable meeting, on 10 November 2007, dealt with the development strategy of Chongqing, one of China's four provincial-level municipalities and a centre for the development of the country's west. Participants also discussed an OECD paper reflecting the efforts made to implement policies for regional development.

This second edition of the OECD Budget Practices and Procedures Database has been extensively revised and shortened. The data cover the entire budget cycle: preparation, approval, execution, accounting and audit, and performance information. The purpose is to provide budget practitioners and academics the opportunity to compare and contrast national budgeting and financial management practices with a view to share experiences and best practices.

Cutting red tape: administrative simplification in the Netherlands

Administrative simplification is becoming a priority of OECD countries seeking
to improve public governance and regulatory quality. Cutting red tape will
improve the framework for doing business, thus stimulating competitiveness and growth. The Netherlands have been a main driver in the trend towards more
evidence-based programmes to reduce administrative burdens on companies
and was among the first to launch a 25% burden reduction programme.

In their quest for legitimacy, democratic regimes find themselves having to balance two values that can be in some tension: fair and non-politically partisan public service delivery and, subject to the law, the responsiveness of public servants to the policies of the current executive. This paper depicts the way in which different countries have developed institutional arrangements which balance these two concerns, to avoid the extremes of a self-serving public service immune to political leadership, or an over-politicised public service hostage to patronage and serving partisan interests.

A review of human resource management in Belgium's governments

The review of human resource management in Belgium's governments is the first country review of its kind to be carried out by the OECD. It provides a detailed diagnosis and solutions for improving the management of government employees in the Brussels-Capital Region, Federal Government, Flemish Government, French Community and Wallon Region. The report compares the policies and practices of Belgium with those in other OECD countries, as well as those across different governments in Belgium.
